Fort Worth Police investigating officer for using pepper spray on bikers

A Fort Worth Police officer was placed on administrative duties after video surfaced showing him allegedly spraying pepper spray at a group of passing motorcyclists during a traffic stop over the weekend. An officer with the FWPD pulled over one of the group's chase vehicles, a red Dodge Ram, that was escorting riders in case of a crash or mechanical troubles. The video, shot from one of the motorcyclists' helmet cams, caught the FWPD officer exiting his vehicle and, before approaching the truck, spraying something into traffic at the group of riders. WFAA News 8 spoke with the men responsible for the video, Jack Kinney and Chase Stone, via Skype from Longview, TX, on March 13. "It's the last thing I would expect to see," Kinney told the station. "His intent was to hit the bikers for sure, there's no doubt about it," said Stone. "His intent was to send somebody down, if not to cause a major accident with that spray". As the video went viral, receiving more than 200,000 views in 15 hours, people shared videos showing the group of motorcyclists riding in an irresponsible manner through traffic right before the alleged pepper spray incident. Fort Worth Police say they received numerous calls about the pack of riders from motorists on surrounding highways, with complaints ranging from weaving in and out of lanes to popping wheelies through traffic at high speed. News 8 asked Kinney and Stone if it was possible that the officer felt threatened. "If you're worried about safety, why would you pepper spray a large group of bikers like that?" asked Kinney. The Dallas Morning News identified the officer as W. Figueroa. Worth Police released an official statement about the incident late on the afternoon of March 13. They stated that the officer in question, a six-year FWPD veteran, had been relieved of his patrol duties and placed on desk duty pending the investigation. FWPD Corporal Tracey Knight also made a statement indicating that pepper-spraying drivers in oncoming traffic is not a department-sanctioned tactic. Germany threatens to ban FCA vehicles over diesel emissions dispute

Germany is threatening to ban sales of FCA products over diesel emissions. According to the newspaper Bild Am Sonntag, Germany's Federal Motor Transport Authority found evidence of a so-called defeat device that shuts down certain emissions controls after running for 22 minutes. A standard diesel emissions test in the European Union reportedly takes 20 minutes to complete. FCA denies the allegations. "We believe all our vehicles respect EU emissions standards and we believe Italian regulators are the competent authority to evaluate this," the company said in a statement. The latter part of that statement drew ire from German authorities, especially after FCA declined to meet with German transport minister Alexander Dobrindt to discuss the issue. Graziano Delrio, the Italian Minister of Infrastructure and Transport, vowed to work with German authorities on behalf of FCA. According to EU law, FCA is required to homologate its vehicles in Italy because that's where its regional operations are based. When will the diesel-scented soap opera end? Some 2014-19 Ram ProMasters recalled for shifter cables that could detach

The National Highway Traffic Safety Administration (NHTSA) has issued a recall for hundreds of thousands of 2014-2019 Ram ProMaster vans with a 3.6-liter engine. Campaign No. 20V036000 states that the shifter cables on these vans could disconnect from the transmission, which could lead to a variety of unsafe situations. The new recall comes after Fiat Chrysler Automobiles (FCA) has issued transmission-related recalls for several other brand products in recent years. Jeep and FCA were thrust into the spotlight in 2016, when "Star Trek" actor Anton Yelchin's shocking death was linked to what was deemed an unintuitive shifter design. FCA recalled more than 1 million vehicles with a rocker-style eight-speed ZF shifter, including Jeep Grand Cherokees, Chrysler 300s, and Dodge Chargers. The design was unclear to some, and that confusion lead to dangerous rollaways. In 2017, FCA was back in the news when it announced a transmission recall for 1.8 million Ram trucks that had a faulty interlock that could result in the transmission shifting out of park. And in 2019, FCA announced two more transmission recalls, this time for 320,000 Dodge Darts and 51,788 Fiat 500s, both of which had cable bushings that could degrade due to temperature and moisture.  FCA's unsettling pattern has bled into the new decade, as 222,207 ProMasters have been recalled for an entirely separate transmission issue that could once again lead to a rollaway risk. The NHTSA estimates approximately three percent of these vehicles could have built with a transmission gear shift cable that was kinked during production. According to the recall document, "the vehicle population was determined to include all ProMaster vehicles equipped with a 3.6-liter engine from the beginning of 2014 MY production on April 23, 2013, through September 14, 2019, when the vehicle manufacturing process was revised." If the shift cable separates, the shifter is no longer connected to the transmission. The driver, then, would not be able to shift properly, or the transmission could be in a different position than believed. If the driver thinks the vehicle is parked, but it is actually still in drive or neutral, the vehicle could unintentionally move. As a precautionary measure until the vans are checked and fixed, FCA suggests owners use the parking brake when parking these vehicles. FCA will begin notifying owners on March 13, 2020 and plans to replace the damaged parts free of charge.
