Prosecutors indict three FCA employees in alleged emissions-cheating case

Federal prosecutors indicted three Fiat Chrysler Automobiles (FCA, now Stellantis) employees as part of an investigation into alleged emissions cheating. Charges unsealed on April 20, 2021, accuse the defendants of helping rig the emissions control system fitted to the 3.0-liter turbodiesel V6 used in some models during the 2010s. Prosecutors claim Emanuele Palma, Sergio Pasini, and Gianluca Sabbioni played a determining role in developing a defeat device that allowed the V6 to obtain certification from the Environmental Protection Agency (EPA) while polluting too much in normal driving conditions. Jeep and Ram began making the engine available in the Grand Cherokee and the 1500, respectively, in 2014, but the charges state plans to game the EPA started in 2011. Palma, Pasini, and Sabbioni knowingly mislead federal regulators, the charges claim; they called it "cycle beating," according to The Detroit News. While the three men were part of FCA's research and development department, they started the project while working for an Italian supplier named VM Motori, which FCA purchased in 2013. Pasini and Sabbioni are each charged with one count of conspiracy to defraud the United States and to violate the Clean Air Act, one count of conspiracy to commit wire fraud, and six counts of violating the Clean Air Act. They could spend several years behind bars if they're found guilty. Both are currently in their home country of Italy. Palma's legal troubles are more serious. He was charged with several counts in September 2019, though four wire fraud charges were dropped in November 2020. He lives in Bloomfield Hills, a city located on the far outskirts of Detroit. Prosecutors claim motorists spent over $4 billion on over 100,000 trucks and SUVs fitted with the non-compliant engine between January 2013 and September 2017. FCA has already agreed to pay $800 million to resolve civil claims from the Justice Department, state officials and customers, though it significantly has not admitted guilt. It stressed that "it did not engage in any deliberate scheme to install defeat devices to cheat emissions tests."

NHTSA closes investigation on 4.7M FCA power modules, no recall

FCA US hasn't had the best time with recalls as of late. Not only did the company recently agree to greater safety oversight and paid $105 million to the government, that came just days after hacking fears prompted a 1.4-million model recall campaign. However, a recent decision to close an investigation by the National Highway Traffic Safety Administration means that the automaker doesn't have to worry about another major recall possibly affecting 4.7 million vehicles, according to the agency's report (as a PDF). Last September, the Center for Auto Safety petitioned NHTSA to investigate an alleged problem with the totally integrated power module (TIPM) on these FCA US models. The group claimed that a fault with the component could cause a variety of maladies, including stalls, not starting, catching fire, unintended acceleration, and airbag non-deployment. At the time, it also submitted 70 cases where this had reportedly happened. According to NHTSA, "no valid evidence was presented in support of claims related to airbag non-deployment, unintended acceleration, or fire resulting from TIPM faults and these claims were found to be wholly without merit based on review of the field data and design of the relevant systems and components." The agency did find signs of an issue with the fuel pump relay in some Jeep Grand Cherokees and Dodge Durangos, but FCA US issued recalls for the problem in September 2014 and February 2015. Without anything else to go on, the Feds don't think it's worth investigating this topic any more.

Ram drops second of five 1500 Built to Serve Editions

In November, 2019, Ram launched a year-long campaign of releasing five special-edition 1500s (two colors each) to honor the five branches of the United States armed forces. Ram first showed off a 1500 in Gator green, and the most recent examples are seen in Patriot Blue and Ceramic Gray. Each model has several special-edition features, such as a plethora of American flags, and each color is limited to 500-1,000 examples. Ram's Built to Serve model program launched last year around Veteran's Day and continues this week with Flag Day, June 14, 2020, as the peg. Ram doesn't specify which color set goes with which military branch, but it's fairly easy to connect the dots. The first launch, which included Gator (1,000 units) and Diamond Black (1,000 units) is likely a nod to the army. This launch, which includes Patriot Blue (1,000 units) and Ceramic Gray (1,000 units), is almost certainly a nod to the navy.  The next three sets will release in the future. Anvil (1,000 units) and Billet Silver (1,000 units) might be for the U.S. Air Force, while Tank (1,000 units) and Flame Red (1,000 units) could honor the Marines. The most limited release will feature Spitfire (500 units) and Bright White (500 units) paint schemes, and likely links to the coast guard. The exterior of every Built to Serve truck wears an American flag and "Built to Serve" decal on each rear quarter panel. The first round had Light Frost contrast stitching, this round features Light Ambassador Blue stitching, the next will feature Light Diesel Gray, then Core Green, then Orange.
