FCA compromises with France, moving Renault merger bid forward

FRANKFURT/PARIS – Renault directors were preparing to review Fiat Chrysler's $35 billion merger offer on Tuesday, after the Italian-American carmaker resolved differences with the French government overnight, three sources said. The compromise on French government influence over a combined FCA-Renault may clear the way for Renault's board to approve a framework agreement beginning the long process of a full merger, unless new issues surface at the meeting. France, Renault's biggest shareholder with a 15% stake, had been pressing for its own guaranteed seat on the new board and an effective veto on CEO appointments. But after late-night talks with FCA Chairman John Elkann, the French government has accepted a compromise that would see it occupy one of four board seats allocated to Renault, balanced by four FCA appointees, the sources said. Renault would also cede one of its two seats on a four-member CEO nominations committee to the French state, they said. Renault, FCA and the French government all declined to comment on the discussions. The same evening that the compromise was was negotiated, activist hedge fund CIAM wrote to the board of Renault to say it "strongly opposed" a planned $35 billion merger with Fiat Chrysler. Calling the deal "opportunistic," the fund said the current deal terms strongly favored Fiat Chrysler and offered no control premium. Nissan NV400 becomes Japan's first electric ambulance

Consumer passenger cars aren't the only vehicles undergoing electric transformations. We've seen the introduction of early electric fire trucks, and now Japan is getting its first electric ambulance. It's a Nissan NV400, and it will be used by the Tokyo Fire Department at the Ikebukuro station. Though badged as a Nissan, the NV400 is at its heart a Renault Master Z.E. electric van. The powertrain is the same as the French van with a 33-kilowatt-hour battery (7 kWhs less than the base Nissan Leaf) and a 55-kW motor driving the front wheels. That translates to 74 horsepower and 162 pound-feet of torque. That doesn't sound like much, but in as dense a city as Tokyo, it's not likely the NV400 will be able to reach high speeds at all, even if it had a Hellcat engine. There are a couple of unique additions to the van to enhance its ambulance capability. One is the inclusion of a separate 8-kWh lithium-ion battery that can operate all the equipment on board for long periods of time without eating into the ambulance's range. It can even be used like a generator to provide power to external emergency equipment. Then there's the stretcher, which Nissan vaguely says is electrified to make it easier to use by the medical personnel. We presume the stretcher has an electric motor to make it easier to push around. Since neither the NV400 nor its Renault counterpart is sold here, we're not expecting to see one of these ambulances in the U.S. any time soon. But electric versions of local emergency vehicles seem like a good idea, since range wouldn't be an issue, and the torque would be useful in large vehicles. Ford is readying an electric full-size Transit, which is offered in America in gas versions. Perhaps we could see some electric Ford ambulances in the near future. Related Video:

Recharge Wrap-up: Nissan 'No Charge' in Denver, A123 doubles

Nissan has introduced its "No Charge To Charge" program in Denver, Colorado. As of June 2, customers who buy their new Nissan Leaf from certified dealers in the metro Denver area will get two years of free charging. Denver is the 16th market to offer "No Charge To Charge," with a total of at least 25 US markets scheduled to offer the program by the end of the year. "EV charging infrastructure continues to grow in Denver," says Nissan EV Sales and Marketing Director Andrew Speaker, "and access to free public charging for new Leaf buyers helps make owning an all-electric vehicle even more cost-effective and convenient." Read more in the press release below. Wanxiang is investing $200 million in A123 Systems in order to double its lithium-ion battery production. The combined capacity of its three production facilities in Michigan, Hangzhou, China and Changzhou, China will increase from 750 megawatt-hours to 1.5 gigawatt-hours in the next three years. The increased capacity will help support customers building hybrids, passenger EVs, and commercial vehicles. Included in the expansion is the capacity to build 12-volt starter batteries and 48-volt microhybrid systems. "It's been a tremendous turnaround," says A123 CEO Jason Forcier, referring to the company's 2012 bankruptcy. The Royal Hashemite Court of Jordan is ordering 150 Zoe EVs from Renault. King Abdullah II of Jordan signed an agreement with Renault, who will deliver the cars by the end of the year. The cars will be powered completely by solar energy generated on royal property. The order of the 150 Zoes is the largest since 2013, and makes Renault the largest provider for Jordan's royal EV fleet. Renault says that further EV orders are already being discussed. Read more in the press release from Renault-Nissan. Beijing, China will exempt electric vehicles from its limits to vehicles on roads during rush hour. Current policy, designed to help alleviate traffic and air pollution, restricts cars with even and odd license plates from rush hour traffic on alternating days. The exemption for EVs runs from June 1, 2015 until April 10, 2016. It is the newest in the list of perks meant to encourage EV adoption, despite the troublesome lack of charging infrastructure.
