Recharge Wrap-up: Nissan Leaf brake investigation, EV market will grow in China

Electric vehicles are expected to significantly cut into the gasoline-powered vehicle market in China. According to analysts at Frost & Sullivan, gas vehicles will drop to 94.9 percent of the market, while EVs will reach 4.2 percent by 2020. China's EV incentives, as well as a push in technology innovations, are credited for the rising popularity of plug-in cars. Despite awareness issues and supply shortages holding EVs back, "the Chinese powertrain market will remain buoyant, with increased customer purchasing power and self-esteem needs triggering vehicle sales," according to Frost & Sullivan researcher Ming Lih Chan. The Canadian government is investigating possible brake failure issues with the Nissan Leaf. The Transport Canada investigation will look at 2013 to 2015 models, which could be experiencing brake malfunctions in severe cold weather. In the US, drivers have reported problems such as aggressive response to driver input and jerky braking, with some problems going away when the weather got warmer. Donors will receive rewards such as shirts and mugs, as well as charging credits and discounts. North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Last February, Washington State began instituting its own electric-vehicle fee of $100 per annum, and a number of other states are considering similar policies. These EVs are the worst when it comes to depreciation

The Renault Fluence Z.E. tops the list of the worst depreciating cars according to a ranking compiled by Glass' Information Services, holding just 27.21 percent of its value after a year of ownership and 12,000 miles on the clock. Just as well that you can't buy the sedan anymore in either electric or ICE versions, since it was discontinued last year. This car took a particularly rough hit when Better Place declared bankrutpcy, since the electric Fluence was a specific fit for the aspirations of the battery-swapping company. The Citroen C-Zero hits the list at number four, the Nissan Leaf E at number five, both holding onto just a third of their value after a year. The C-Zero is a rebadged Mitsubishi i-MiEV, and if you bought one stock for the full UK on-the-road price of 26,766 pounds, you'd have a car worth 8,583.86 pounds twelve months later, according to Glass. We're not sure about the wording of the press release, though - it states that those three cars "lost more than three-quarters of their value." Yet the Fluence E Z.E. is the worst offender, and it doesn't dip below 25 percent of its original value. As with those electrics, the rest of the list is made up of aged or barebones ICE models, some of them touted elsewhere for their popularity. Rupert Pontin, head of valuations at Glass, said: "The motor trade and the used car buying public remain interested in electric cars but are still reticent to actually buy them in numbers – and these depreciation figures reflect that fact. "To be fair, these three EVs are among some of the least attractive on the market – the Fluence and C-Zero both have a 'last generation' feel while the LEAF E is on the bottom rung of the LEAF range – but their presence does reflect the fact that the EV sector remains sluggish." Other models in the list include the lowest-powered, entry level versions of some generally popular but aging models such as the Vauxhall Insignia and Renault Megane.
