Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Mitsubishi and Nissan teaming up on electric kei car

Nissan and Mitsubishi have announced plans to build an electric kei car together. The yet-unnamed car would mark a major step towards electrification of Japan's popular supercompact segment. The car will be powered by a 20 kWh battery and will be engineered to cover daily driving duties in a Japanese driving cycle. The car can also double as a mobile power source or power a home in emergency situations. Nissan says the car will measure 134 inches long, 58 inches wide, and 65 inches tall, in order to comply with laws limiting kei car size. The companies state that the car will be developed by NMKV Co., Ltd., a joint-venture that stands for Nissan Mitsubishi Kei Vehicle. Each carmaker owns a 50 percent stake, and already jointly builds models such as the feline favorite Nissan Dayz, which Mitsubishi sells as the eK. In reality, that likely means Mitsubishi will be developing the car and Nissan will simply slap a badge on it. Nissan has not traditionally built kei cars, choosing instead to rebadge those made by Suzuki or Mitsubishi. In fact, Mitsubishi built the first electric kei car, the i-Miev, way back in 2009, and it was actually sold in the U.S. until 2017. The jellybean-shaped EV was a pioneer in the field, but its 62-mile range from a 16 kWh lithium-ion battery showed the limitations of the technology at the time. Mitsubishi moved about 32,000 of them before they pulled the plug, with a pre-tax-credit price ranging from $23,000 to $31,000. The new Nissan-Mitsubishi kei car will land at around 2 million yen, or $18,200. The price, while slightly more expensive than a gasoline counterpart, bucks predictions from analysts that said prices would skyrocket by 66 to 120 percent if kei cars were forced to electrify. A petrol-powered Nissan Dayz starts at around $15,200. Size-wise, the two share a similar footprint as they are governed by kei car size limits. The special class of cars get unique license plates and other registration cost benefits due to their compact dimensions. A BMW i3 would exceed those boundaries due to its 158-inch length and 70-inch width. However, the larger EV comes equipped with a substantially bigger 42.2 kWh battery good for 152 miles of range. Nissan demonstrates GT-R LM Nismo's radical aero

Nissan took a radical approach in designing its GT-R LM Nismo, turning the usual LMP1 form on its head to create a rather unusual prototype. So why did it take such a drastic approach? In a word: aero. In designing a front-engined, front-drive Le Mans prototype, Nissan was able to free itself from many of the restrictions placed on aerodynamic development. So while the likes of Toyota, Audi and Porsche struggle to create as much downforce as the regulations will allow at the rear of their cars, Nissan is finding boatloads more at the front.
