Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Recharge Wrap-up: Nissan Leaf brake investigation, EV market will grow in China

Electric vehicles are expected to significantly cut into the gasoline-powered vehicle market in China. According to analysts at Frost & Sullivan, gas vehicles will drop to 94.9 percent of the market, while EVs will reach 4.2 percent by 2020. China's EV incentives, as well as a push in technology innovations, are credited for the rising popularity of plug-in cars. Despite awareness issues and supply shortages holding EVs back, "the Chinese powertrain market will remain buoyant, with increased customer purchasing power and self-esteem needs triggering vehicle sales," according to Frost & Sullivan researcher Ming Lih Chan. The big winners in this equation will be the suppliers of EV components in China. Read more in the press release below. The Canadian government is investigating possible brake failure issues with the Nissan Leaf. The Transport Canada investigation will look at 2013 to 2015 models, which could be experiencing brake malfunctions in severe cold weather. In the US, drivers have reported problems such as aggressive response to driver input and jerky braking, with some problems going away when the weather got warmer. As part of creating a 700-mile network of EV Infrastructure along the Pacific Coast Highway, this particular campaign is helping pay for a charging hub powered by renewable energy at the Madonna Inn in San Luis Obispo, California. Donors will receive rewards such as shirts and mugs, as well as charging credits and discounts. Recharge Wrap-up: Fisker takes apart Finland assembly, Nissan Leaf sales in Europe expected to grow 25%

The Fisker Karma's Uusikaupunki, Finland production lines are being dismantled. The lines, operated by Valmet Automotive in the same plant that assembles the Mercedes-Benz A-Class, have been idle since Fisker's money woes brought them to a halt in 2012. Fisker, which has since been purchased by Wanxiang, and Valmet are still in talks over future collaboration. Read more at YLE. Nissan expects a double-digit percentage growth in Leaf sales in Europe in 2015. Nissan Europe's Jean-Pierre Diernaz puts that number at around 25 percent over 2014's record sales. Part of this is due to much lower prices than earlier model years, thanks to government incentives and lower production costs than earlier model years. Diernaz also said that the e-NV200 van will make up about 20 percent of Nissan's EV sales in Europe. Read more at Automotive News Europe. EV drivers pay less on average in taxes than gasoline vehicle drivers in every state except Virginia. Some states impose extra taxes and registration fees for EVs to make up for lost revenue from fuel taxes, but EV drivers still come out ahead, even when compared to high-mileage cars like the Toyota Prius. Even in Wisconsin - which might follow Colorado, Nebraska, North Carolina, Virginia and Washington in added EV fees - those who drive electric should fare better. Virginia, however, charges EV drivers an extra $114 annually across two added fees, while gas drivers would only get dinged about $35.10 in gas taxes in a 50-mpg car. Read more at Green Car Reports. Two hydrogen-powered electric bus prototypes will be deployed on a trial basis Hamburg, Germany. The Solaris articulated electric buses use fuel cell range extenders from Ballard. The buses were unveiled on December 18, and will go into operation in January 2015. The German government is funding the trial, and Hamburg aims to cease the purchase of diesel buses by 2020. The new-generation fuel cell system in the two Hamburg buses improve upon Ballard's previous design by using fewer parts and exhibiting less parasitic power loss from the integrated air compressor and coolant pump.
