Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Recharge Wrap-up: Nissan 'No Charge' in Denver, A123 doubles

Nissan has introduced its "No Charge To Charge" program in Denver, Colorado. As of June 2, customers who buy their new Nissan Leaf from certified dealers in the metro Denver area will get two years of free charging. Denver is the 16th market to offer "No Charge To Charge," with a total of at least 25 US markets scheduled to offer the program by the end of the year. "EV charging infrastructure continues to grow in Denver," says Nissan EV Sales and Marketing Director Andrew Speaker, "and access to free public charging for new Leaf buyers helps make owning an all-electric vehicle even more cost-effective and convenient." Read more in the press release below. Wanxiang is investing $200 million in A123 Systems in order to double its lithium-ion battery production. The combined capacity of its three production facilities in Michigan, Hangzhou, China and Changzhou, China will increase from 750 megawatt-hours to 1.5 gigawatt-hours in the next three years. The increased capacity will help support customers building hybrids, passenger EVs, and commercial vehicles. Included in the expansion is the capacity to build 12-volt starter batteries and 48-volt microhybrid systems. "It's been a tremendous turnaround," says A123 CEO Jason Forcier, referring to the company's 2012 bankruptcy. The Royal Hashemite Court of Jordan is ordering 150 Zoe EVs from Renault. King Abdullah II of Jordan signed an agreement with Renault, who will deliver the cars by the end of the year. The cars will be powered completely by solar energy generated on royal property. The order of the 150 Zoes is the largest since 2013, and makes Renault the largest provider for Jordan's royal EV fleet. Renault says that further EV orders are already being discussed. Read more in the press release from Renault-Nissan. Beijing, China will exempt electric vehicles from its limits to vehicles on roads during rush hour. Current policy, designed to help alleviate traffic and air pollution, restricts cars with even and odd license plates from rush hour traffic on alternating days. The exemption for EVs runs from June 1, 2015 until April 10, 2016. It is the newest in the list of perks meant to encourage EV adoption, despite the troublesome lack of charging infrastructure. Recharge Wrap-up: Lexus CT 200h is NWAPA's favorite hybrid, 'No Charge to Charge' in LA

The Northwest Automotive Press Association (NWAPA) has given the Lexus CT 200h its Favorite Hybrid title. It named the compact luxury hybrid its favorite of 2014 at its Drive Revolution in Portland (where it also named the new Volkswagen Golf TDI the Northwest Green Car of the Year). According to NWAPA president Nik Miles, the CT 200h earned the honor for "impressive combination of state-of-the-art small car luxury and hybrid technology." For 2014, the Lexus CT200h got an updated front end, including the spindle grille we've been seeing on new Lexus vehicles, plus a redesigned steering wheel and sliding sun visors. Read more in the press release below. Chevrolet credits the Malibu for helping make stop-start mainstream. Chevrolet started including stop-start technology standard in Malibus equipped with the four-cylinder engine. Chevy has sold about 83,000 of that model, so 97 percent of 2014 and 2015 Malibu sales include stop-start. Now, that technology has made its way into the 2015 Impala. With drivers idling an average of 16 minutes a day, stop-start can significantly reduce harmful emissions and save fuel. According to Navigant Research, we can expect annual sales of cars equipped with stop-start technology to surpass 55 million by 2022. Read more in the press release below. Nissan Leaf customers in Los Angeles will get access to free charging beginning August 15. Nissan is extending its "No Charge to Charge" promotion to LA, which will allow customers to charge at public charging stations at no cost. Leaf customers - including those who bought or leased their car from the participating dealerships on or after July 1 - will get an EZ-Charge card, allowing them to use ChargePoint, Blink, CarCharging, AeroVironment and NRG eVgo chargers for free. Rapid chargers can charge the Leaf's battery to 80 percent in 30 minutes. Nissan plans to offer the "No Charge to Charge" in at least 14 more markets in the US, bringing the total to 25, within the next year. See the press release below for more details. California will get six all-electric school buses for three school districts as part of a demonstration program. The California Energy Commission awarded a grant of $1.4 million for the program to National Strategies LLC; this is in addition to a $2.2-million grant from the South Coast Air Quality Management District. The EV buses use vehicle-to-grid technology, allowing them to sell energy back to the grid when it is needed.
