Nissan, Renault break up the Ghosn-style almighty chairmanship

YOKOHAMA, Japan — Japan's Nissan Motor and France's Renault said they would retool the world's top car-making alliance to put themselves on more equal footing, breaking up the all-powerful chairmanship previously wielded by ousted boss Carlos Ghosn. The removal of Ghosn, credited for rescuing Nissan from near-bankruptcy in 1999, had caused much uncertainty about the future of the alliance and some speculation the partnership could even unravel. The companies, together with junior ally Mitsubishi Motors, on Tuesday said the chairman of Renault would serve as the head of the alliance but — in a critical sign of the rebalancing — not as chairman of Nissan. "This is a very special day for the alliance," Renault SA's chairman, Jean-Dominique Senard, told reporters after a meeting at Nissan's Yokohama headquarters. He spoke to reporters along with Renault's chief executive, Thierry Bollore; Nissan CEO Hiroto Saikawa; and Osamu Masuko, CEO of the smaller Japanese alliance partner Mitsubishi Motors Corp. Those four executives will meet every month in Paris or Tokyo and oversee various projects, helping to make the companies' operations more efficient, they said. Nissan has said that Ghosn wielded too much power, creating a lack of oversight and corporate governance. It was not clear who would become Nissan's chairman, vacant since Ghosn was arrested in Japan in November. But the automakers gave no indication of any immediate change in their cross-shareholding agreement, one which has given smaller Renault SA more sway over Nissan. The alliance did not announce any changes in mutual stake holdings. The so-called Restated Alliance Master Agreement that has bound them together so far remains intact, they said. "We are fostering a new start of the alliance. There is nothing to do with the shareholdings and the cross-shareholdings that are still there and still in place," Renault Chairman Senard said. "Our future lies in the efficiency of this alliance," he told reporters at Nissan's headquarters in Yokohama. Senard also said he would not seek to be chairman of Nissan, but instead was a "natural candidate" to be vice-chairman. Former Nissan chairman Ghosn was released on a $9 million bail last week after spending more than 100 days in a Tokyo detention center.

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels. Norway about to run out of EV incentives; plan to be reviewed

As electric vehicle advocates in Norway may ready to celebrate, executives over at Tesla Motors and Nissan may be preparing for a healthy bawl. That's because Norway, whose financial support of plug-in vehicle use have pushed the country to the forefront of plug-in vehicle adoption, is about to reach its government-imposed threshold for electric vehicle and plug-in vehicle incentives, Hybrid Cars says. Two years early, in fact. Norway's perks for EVs and PHEVs include free access to bus lanes, highway tolls, ferries and parking, not to mention a big tax rebate. As a result, the country is less than 250 units away from hitting its 50,000-vehicle limit for those perks, which were initially estimated to expire in 2017. In fact, last month, more than 25 percent of the four new cars sold in Norway were plug-in vehicles. The government is now saying it will review the incentives and put forward a new plan in the next budget, which is due in May. Late last year, Nissan put out a video saying that electric vehicles had about a 15-percent new-vehicle market share in Norway, and that the Japanese automaker had sold more than 15,000 all-electric Leaf vehicles in the country since starting sales there in 2011. Last spring, The Wall Street Journal reported that the Tesla Model S broke Norway's all-time monthly sales record for a single model in March 2014, with almost 1,500 Model S vehicles sold. This is for a country whose population is less than that of Colorado. Whether those days will soon be gone remains in question. Advocates will push for some sort of extension on the perks, but opponents in government say the incentives have cost the country as much as $500 million a year in tax revenue.
