Only 3 new cars cost under $20,000. Here’s what you should buy used instead

Looks like some more people have realized something we pointed out late last year. There are only three new cars under the magic $20,000 price limit currently for sale in the United States. Those three vehicles are the Nissan Versa with a starting price of $16,925 (all prices here include destination fee), the Kia Rio at $17,390 and the Mitsubishi Mirage at $17,650. Should push come to shove, so to speak, we'd probably pick the Nissan as our top choice among those three due to its practicality, comfort and overall polish when compared to its similarly priced peers. But really, as we've suggested before, there are better options. Our top pick for a used vehicle under $20,000 remains the Chevy Volt. It's stylish, comfortable, practical and, above all else, efficient, assuming you can plug it in at home. If you don't have access to a plug at home, you'll likely be able to find a very gently used car for the same price as one of the budget options above. We'd check out the Honda Fit, Kia Soul, Subaru Impreza, Toyota Corolla hatchback and Volkswagen Jetta from the  model years and aim for something with under 20,000 miles and with a year or two left of its factory warranty. A quick inventory search shows that some of those cars, notably the Impreza and Jetta, can even be found Certified Pre Owned in most parts of the country. For what it's worth, with the average new car transaction price hovering alarmingly close to $50,000, we wouldn't expect to see any more options coming any time soon for well under half that sum. Recharge Wrap-up: Uber drops rates in NYC, Renault Zoes for Rungis, Nissan Leaf is recycled

Uber is really taking it to cabbies in New York City. The car-hailing smartphone app has temporarily cut rates to its lowest-cost UberX service by 20 percent, now making it much more competitive - even cheaper in many cases - to request a ride from the app than to hail a NYC taxi. Also, tip is included in Uber's rate, while yellow cab fares do not include tip. However, Uber's rates vary depending on certain variables such as traffic and demand. Uber has been the target of protests by cabbies in other cities, but the NYC Taxi and Limousine Commission seems confident about the competition for the time being. Read more at CNN Money. Formula E is officially partnering with the Prince Albert II of Monaco Foundation, an environmental charity organization focused on climate change, clean energy, biodiversity and water management. Formula E will host fundraising activities during its events to benefit the foundation, as well as its other charity partner, One Drop. The Prince of Monaco, besides his passion for environmental issues, is also an automotive enthusiast with a massive car collection, so the all-electric race series seems like a perfect fit for his organization. Read more at Formula E's website. Semmaris has purchased a fleet of seven Renault Zoe electric cars for its Rungis International Market outside of Paris. The fleet is part of an effort to reduce the market's carbon footprint, as well as as part of an awareness campaign for clean technology. Rungis Market is a destination for some 25,000 customers, many of whom run businesses (especially restaurants) and travel to Rungis for supplies, the sort of trip for which electric vehicles make a lot of sense. The market will also install charging stations, and create an electric carsharing service for use on its campus. Read more about the program in the press release below. The Nissan Leaf has reduced CO2 emissions by 151,000 tons, but its green cred also extends to recycling. About 25 percent of the Nissan Leaf - or about 827 pounds of the car - is made from recycled materials. Those materials include metals such as copper, steel and aluminum, as well as plastics and fabrics. The body uses recycled metals, the seat fabric uses recycled PET from plastic bottles, sound insulation comes from recycled clothing and the center console is made from recycled electronics. Even some of the recycled materials get recycled.

Nissan GT-R LM Nismo claws its way into Jay Leno's Garage

Nissan has taken a radical approach to its Le Mans entry, giving the GT-R LM Nismo an unusual front-engine, front-drive layout to challenge the mid-engine prototypes put forth by the likes of Audi, Porsche and Toyota. It's so unusual that Jay Leno just had to have it in his garage to get a good look at it – and fortunately he had the cameras rolling when he did. Nissan's LMP1 design will attempt to take advantage of the regulations that are more restrictive on the rear aerodynamics than they are on the front. So the Japanese automaker moved everything up front, including the engine, the driven wheels, and the bulk of the downforce. Whether it will pay off remains to be seen, but we'll be watching closely to see how it fares against the mainstream competition.
