Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Toyota raises Japanese base wages for first time since 2008

Toyota is on track for record profits, and in return, its Japanese workers are receiving their first increase in base wages since 2008, plus higher pay based on seniority and a larger bonus for 2014. The Japanese automaker predicts the average laborer will net a 2.9 percent income gain.
The average Toyota employee will earn 2,700 yen ($26.28) more each month, a 0.8 percent increase from last year. Workers will also receive about 7,300 yen ($71.09) more monthly based on seniority and promotions. Finally, the company's union pushed through a median bonus of 2.44 million yen ($23,768) for 2014, the highest in 6 years.
The pay boost comes as Toyota forecasts a record 1.9-trillion yen ($18.5 billion) profit for the fiscal year ending on March 31, according to Bloomberg. It has been helped by the Japanese government's efforts to weaken the yen on international markets and expand inflation. Prime Minister Shinzo Abe has been asking businesses to increase compensation to end years of deflation and offset upcoming higher sales taxes. Honda and Nissan have also raised their wages there in recent months.

Detroit Electric has a new teaser video and has updated its brand in preparation of the introduction of the SP:01. The refreshed logo uses a blue and white color palette, and the company has also given its website a new look. The teaser video, which gives a sneak peek at the exterior of the SP:01, shows the car taking form in the midst of an electrical storm. Watch the video or learn more in the press release below. Abengoa is celebrating the grand opening of a commercial scale cellulosic ethanol plant in Hugoton, KS. When running at full scale, the refinery will produce up to 25 million gallons of ethanol a year. The plant will also generate enough electricity to power itself and put some back into the grid. Energy Secretary Ernest Moniz was on hand for the dedication, saying, "Every gallon of cellulosic ethanol produced and used to fuel our vehicles reduces the impact of harmful greenhouse gas emissions by greater than 60 percent as compared to conventional gasoline." Learn more at Energy.gov. Good Housekeeping has named the Nissan Leaf one of its "Tried and Tested" vehicles. The magazine called the Leaf SL its top "Roomy Electric" vehicle in its November issue. The magazine's research institute evaluated the EV based on track and road driving, ergonomics and convenience features. Good Housekeeping made note of the car's "impressive" range, but according to Nissan's Fred Diaz, "the real beauty of the Nissan Leaf is that it's roomy and, best of all, fun to drive." Read more in the press release below. Quasar Energy Group produces compressed natural gas from sewage and garbage. It uses things like grains leftover from brewing Budweiser, food waste from a baseball stadium and sewage sludge to produce the gas through anaerobic digestion. The compressed gas can then be used to power cars like Chevrolet's Bi-fuel Impala, which goes on sale later this year. Chevrolet likens the situation to the Delorean time machine in the Back To The Future movie series, which uses garbage to fuel its fusion generator.
