Recharge Wrap-up: BMW to test autonomous cars, Korea bans sales of BMW, Nissan, Porsche models

BMW will test autonomous cars on public roads by the second half of 2017. The German automaker, with partners Mobileye and Intel, will operate a fleet of 40 self-driving vehicles using a "scalable architecture" that will be made available to other automakers. The partners plan to offer products ranging from key components to "a complete end-to-end solution" for autonomous driving. Since parting ways with Tesla, Mobileye also recently announced it would provide its technology to Lucid Motors. For BMW, it all leads up to its fully autonomous iNext model slated for introduction in 2021. See the video above, and read more in the press release from Intel. South Korea has banned the sale of certain models from BMW, Nissan, and Porsche over emissions cheating. Following an investigation, regulators determined emissions testing documents to be falsified. The country's Ministry of Environment has fined the three automakers a total of $5.9 million, and revoked the certification of 4,523 vehicles across banned 10 models. Six of the models were still on sale, while the other four have been discontinued. Read more from Automotive News Europe. China's prices for the Cadillac CT6 Plug-in are significantly higher than those announced for the US. The plug-in hybrid version of the luxury sedan recently went on sale with the two variants priced at RMB 558,800 and RMB 658,800. At the time of this writing, that's $80,420 and $94,812. Cadillac announced it would bring the CT6 Plug-In Í– which is built in China – to the US in the spring of 2017, starting at $76,090 before federal and local tax incentives. Hybrid Cars points out that China's own generous incentives could help to make it more competitive. A Connecticut court has ruled in favor of Tesla's gallery showroom in Greenwich. Last May, the Connecticut Automotive Retailers Association brought the suit to block the showroom on Greenwich Avenue, which has now been dismissed by the Connecticut Superior Court. Tesla cannot offer test drives, sell cars, or operate a Supercharger at the location, but it can sell other branded items and educate the public about its vehicles. It's possible that the issue of Tesla's direct sales model could come up again this year in Connecticut state legislature. Read more at Teslarati .

These are the 'Greenest' and 'Meanest' cars in 2015

As has become tradition, the American Council for an Energy-Efficient Economy (ACEEE) has come up with a ranking of what it refers to as the "greenest" cars of 2015, and, by way of contrast, a list of the so-called "meanest" cars, so those who value eco-friendliness over all else can choose which vehicles they should or should not consider buying. As you may expect, electric cars make up the majority of the greenest cars on the list, but, perhaps surprisingly to many, the Tesla Model S didn't make the cut. It's worth noting, too, that where the electricity an owner uses to charge their electric vehicle has a big impact on its overall environmental impact. "A car that is charged using electricity generated from natural gas or renewables is going to have significantly less impact on the environment than one charged on a coal-heavy grid," says ACEEE lead vehicle analyst Shruti Vaidyanathan. The ACEEE's list for 2015 looks very different than it did in 2014. It's an interesting collection, though – and we're sure this goes without saying, really – we'd recommend doing a bit more research into each vehicle and how it might fit into your daily life before making any purchase decisions. The Scoot Quad is Nissan's small step toward EV car sharing

Halfway up Laguna Street, the panic set in. I might not make it up this hill. With my foot depressed all the way to the floor, I sucked in my stomach and started to pray. Yet again, I found myself in an unconventional way to get around on four wheels – but this time, I was on my own, and behind the wheel. Meet the Scoot Quad, aka Nissan New Mobility Concept, aka Renault Twizy. The many aliases reflect the path of descent from its development as a quirky French electric vehicle to its proliferation as a model for car sharing. The Quad resides in San Francisco as part of the Scoot fleet of shared electric vehicles and it's most certainly not for sale. As the line blurs between those who share cars for personal reasons and those who use them for business purposes, Scoot and Nissan came to an agreement in which a small number of New Mobility Concepts would join the Scoot fleet – which currently includes over 300 motorbikes. The added value of Scoot is the capacity for one-way rentals around the city, as well as a dedicated network of charging stations. "We think it's just the best way to get around the city for everyone," said Scoot fleet vice president Mike Waltman, explaining how 10 New Mobility Concepts made their way to San Francisco. Charging time is about four hours on a Level Two charger, made possible through Scoot's network of stations around the city. The one-plus-one Twizy has been in production since 2012 and on sale in certain overseas markets, but it's entirely new for the United States, and it wears the Nissan badge here – kind of. No major changes were made to the Twizy when it became the New Mobility Concept, and similarly none were made in its "transformation" to the Quad. It sports the same insectile shape and the rear profile of a top hat, as well as an identical powertrain: a 13-kilowatt motor that produces 17 horsepower, routed to the rear wheels through a single-speed automatic transmission. Charging time is about four hours on a Level Two charger, made possible through Scoot's network of stations around the city. Its top speed is 50 miles per hour, but Nissan installed a governor at 25 mph to conform to US low-speed vehicle requirements. New Scoot members are required to successfully pass an exam before beginning to use the service, so that was my first order of business. After spending about 35 minutes going through a series of informational videos on the Scoot app, as any new member would do, I was ready to ride Scoot motorcycles.
