Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Nissan NV400 becomes Japan's first electric ambulance

Consumer passenger cars aren't the only vehicles undergoing electric transformations. We've seen the introduction of early electric fire trucks, and now Japan is getting its first electric ambulance. It's a Nissan NV400, and it will be used by the Tokyo Fire Department at the Ikebukuro station. Though badged as a Nissan, the NV400 is at its heart a Renault Master Z.E. electric van. The powertrain is the same as the French van with a 33-kilowatt-hour battery (7 kWhs less than the base Nissan Leaf) and a 55-kW motor driving the front wheels. That translates to 74 horsepower and 162 pound-feet of torque. That doesn't sound like much, but in as dense a city as Tokyo, it's not likely the NV400 will be able to reach high speeds at all, even if it had a Hellcat engine. There are a couple of unique additions to the van to enhance its ambulance capability. One is the inclusion of a separate 8-kWh lithium-ion battery that can operate all the equipment on board for long periods of time without eating into the ambulance's range. It can even be used like a generator to provide power to external emergency equipment. Then there's the stretcher, which Nissan vaguely says is electrified to make it easier to use by the medical personnel. We presume the stretcher has an electric motor to make it easier to push around. Since neither the NV400 nor its Renault counterpart is sold here, we're not expecting to see one of these ambulances in the U.S. any time soon. But electric versions of local emergency vehicles seem like a good idea, since range wouldn't be an issue, and the torque would be useful in large vehicles. Ford is readying an electric full-size Transit, which is offered in America in gas versions. Perhaps we could see some electric Ford ambulances in the near future. Related Video:

Carlos Ghosn 'surprised' by reports of French international arrest warrant

PARIS - Carlos Ghosn, the former car executive at the helm of Renault and Nissan, was "surprised" by earlier media reports which stated that French prosecutors had issued an international arrest for him, said a spokesperson for Ghosn. "This is surprising, Ghosn has always co-operated with French authorities," a spokesperson for Ghosn told Reuters. The spokesperson for Ghosn was reacting after the Wall Street Journal and French media reported that French prosecutors had issued an international arrest warrant for Ghosn. An investigating magistrate issued five international arrest warrants against Ghosn and the current owners or former directors of the Omani company Suhail Bahwan Automobiles, a vehicle distributor in Oman, the prosecutor’s office in the Paris suburb of Nanterre said to The Wall Street Journal. They allege Ghosn funneled millions of dollars of Renault funds through the Omani car distributor for his personal use, including for the purchase of a 120-foot yacht. The local prosecutor for Nanterre could not be immediately reached for comment. Ghosn told Reuters in an interview last year that he was prepared for a lengthy process to clear his name with French authorities, and vowed to challenge an Interpol warrant that is barring him from travel outside of Lebanon.
