Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Nissan ZEOD RC finds nothing but trouble at 2014 Le Mans

Audi came away a big winner at this year's Le Mans competition, but Nissan has at least one thing to celebrate. The Pyrrhic victory apparently presages Nissan giving up on the gas-electric race car for Le Mans 2015. Before the race this weekend, the prototype ZEOD RC hybrid race car was doing quite well. In fact, given the way things turned out, Nissan's keen to mention that team engineers managed to get the car to complete a lap on electric power and hit a target speed of 300 kilometers per hour (186 miles per hour) on the Mulsanne Straight during testing. ZEOD RC stands for Zero Emission On Demand Racing Car. "The race was obviously very disappointing" – Wolfgang Reip Things didn't go so well once the real race started. The problem for the Deltawing-esque prototype – which is powered by a 1.5-liter gas ending putting out 400 horsepower and a pair of 110-kW electric motors – was that something broke in the transmission after just 23 minutes and five laps. Driver Wolfgang Reip put his best spin on the hybrid's collapse: "The race was obviously very disappointing but having got a taste of Le Mans now, I can't wait to get back." If Reip does return with Nissan, it will likely be in a more traditional Le Mons racer. Nissan's other key goal was to complete an entire 8.5-mile lap of Le Mans on pure electric power. Nissan to run two GT-R GT3 cars in 2015 Pirelli World Challenge series

Nissan will be lining up two FIA GT3-spec GT-Rs on the start line of the 2015 Pirelli World Challenge at the Circuit of the Americas March 6-8. Sponsored by Always Evolving, Replay XD cameras, and Nismo, the two entrants will be driven by American GT Academy winner Bryan Heitkotter and Australian racer James Davison. AIM Motorsport, the Canadian race shop founded by Roger Rodas and Erik Davis, will handle preparation of the car. It will be the first time the GT3 GT-R has come to race in America.
