Norway about to run out of EV incentives; plan to be reviewed

As electric vehicle advocates in Norway may ready to celebrate, executives over at Tesla Motors and Nissan may be preparing for a healthy bawl. That's because Norway, whose financial support of plug-in vehicle use have pushed the country to the forefront of plug-in vehicle adoption, is about to reach its government-imposed threshold for electric vehicle and plug-in vehicle incentives, Hybrid Cars says. Two years early, in fact. Norway's perks for EVs and PHEVs include free access to bus lanes, highway tolls, ferries and parking, not to mention a big tax rebate. As a result, the country is less than 250 units away from hitting its 50,000-vehicle limit for those perks, which were initially estimated to expire in 2017. In fact, last month, more than 25 percent of the four new cars sold in Norway were plug-in vehicles. The government is now saying it will review the incentives and put forward a new plan in the next budget, which is due in May. Late last year, Nissan put out a video saying that electric vehicles had about a 15-percent new-vehicle market share in Norway, and that the Japanese automaker had sold more than 15,000 all-electric Leaf vehicles in the country since starting sales there in 2011. Last spring, The Wall Street Journal reported that the Tesla Model S broke Norway's all-time monthly sales record for a single model in March 2014, with almost 1,500 Model S vehicles sold. This is for a country whose population is less than that of Colorado. Whether those days will soon be gone remains in question. Advocates will push for some sort of extension on the perks, but opponents in government say the incentives have cost the country as much as $500 million a year in tax revenue. Williams developing hybrid system for next Nissan GT-R?

Back in June, Nissan announced a new partnership with Williams that would see the Formula One team's applied sciences division help develop a new line of Nismo performance models. It's not the only agreement Renault-Nissan has signed with an F1 team: Infiniti is the title sponsor for Red Bull and Renault powers four teams on the grid. It's also just the latest client Williams has signed a deal with to apply the lessons it has gleaned on the F1 circuit to other racing and sportscars. But now we've got some more info on how Williams and Nismo intend to collaborate on the next-generation GT-R.
According to Australia's Carsales, Williams Advanced Engineering is developing the hybrid powertrain that will boost the next iteration of the supercar-slayer known as Godzilla. Which may seem strange considering that the Renault-Nissan Alliance has plenty of experience with electric propulsion on its own, but then Williams has proven itself something of a leader in the field of performance hybrid powertrains: it supplies them to Porsche and Audi for their Le Mans racecars, and to Jaguar for the C-X75 concept.
Whether Williams and Nismo will settle on a flywheel-based energy recovery system or a more conventional battery-powered system remains to be seen, but brakeforce regeneration likely won't be the only element that Williams will develop for the next GT-R. Expect its expertise in aerodynamics and composites to come to bear as well, which can only mean good things for the replacement for a sportscar that's already one of the most capable on the road.

Recharge Wrap-up: Chevy teases Bolt driving range, China pursues EV subsidy cheaters

Chevy is teasing the Bolt's driving range, which it is set to reveal on Tuesday. It will certainly be able to travel more than 200 miles between charges, but the second and third digits in that value, as it stands today, are still question marks. On its Facebook page, Chevrolet is asking fans to try to guess the official range. Of course, Tesla fans have already started posting their own snide remarks in the comments. Chevy fans are certainly hoping to see the Bolt's range eclipse that of Tesla's upcoming Model 3, which the California-based automaker puts at 215 miles. Fuel cell company PowerCell Sweden says it has signed an agreement with a Chinese company to make range extenders for commercial trucks. The unnamed Chinese customer has placed an order and signed a memorandum of understanding with PowerCell Sweden, and the partners will develop methanol reformer fuel cell range extenders for electric distribution trucks. "Our unique expertise in fuel cells and reformer technology is receiving an increasing attention worldwide and we are truly pleased to get another Chinese order," says PowerCell Sweden Sales Director Andreas Boden. After the country's Ministry of Finance penalized five companies with fines and, in one case, revocation of production license for subsidy cheats, China has since named 20 more potential violators, including Nissan, Hyundai, JAC, and a subsidiary of BYD. Of the first five companies to be punished under the investigation, Suzhou Gemsea Coach Manufacturing is having its production license revoked, while four others, including a subsidiary of Chery, are being fined for about half of the subsidies received.
