Recharge Wrap-up: Fiat 500X emissions, Japan EV sales down

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. "We found evidence of a significant, long-term rebound and expect our results to be of interest for public policy." Read more at Green Car Congress. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels. Chevy City Express headed for dealers

With competition coming from the Ford Transit Connect, it's high time Chevrolet got in on the compact hauling action and took the fight to its cross-town rival... and it's doing so with a little help from Nissan. The Chevy City Express, a badge-engineered Nissan NV200, is now arriving at dealers, giving Bowtie fans a counter to Dearborn's compact van.
"Our existing customers will love getting behind the wheel of the City Express when it's at their Chevrolet dealership," Ed Peper, GM's vice president of fleet and commercial vehicles said in a statement. "But we're most looking forward to giving potential new customers the opportunity to experience one of many Chevrolet commercial vehicles that best fit their needs."

These EVs are the worst when it comes to depreciation

The Renault Fluence Z.E. tops the list of the worst depreciating cars according to a ranking compiled by Glass' Information Services, holding just 27.21 percent of its value after a year of ownership and 12,000 miles on the clock. Just as well that you can't buy the sedan anymore in either electric or ICE versions, since it was discontinued last year. This car took a particularly rough hit when Better Place declared bankrutpcy, since the electric Fluence was a specific fit for the aspirations of the battery-swapping company. The Citroen C-Zero hits the list at number four, the Nissan Leaf E at number five, both holding onto just a third of their value after a year. The C-Zero is a rebadged Mitsubishi i-MiEV, and if you bought one stock for the full UK on-the-road price of 26,766 pounds, you'd have a car worth 8,583.86 pounds twelve months later, according to Glass. We're not sure about the wording of the press release, though - it states that those three cars "lost more than three-quarters of their value." Yet the Fluence E Z.E. is the worst offender, and it doesn't dip below 25 percent of its original value. As with those electrics, the rest of the list is made up of aged or barebones ICE models, some of them touted elsewhere for their popularity. The Renault Fluence, Citroen C-Zero and Nissan LEAF E have all lost more than three-quarters of their value after covering 12,000 miles during the last 12 months. Rupert Pontin, head of valuations at Glass, said: "The motor trade and the used car buying public remain interested in electric cars but are still reticent to actually buy them in numbers – and these depreciation figures reflect that fact. "To be fair, these three EVs are among some of the least attractive on the market – the Fluence and C-Zero both have a 'last generation' feel while the LEAF E is on the bottom rung of the LEAF range – but their presence does reflect the fact that the EV sector remains sluggish." Other models in the list include the lowest-powered, entry level versions of some generally popular but aging models such as the Vauxhall Insignia and Renault Megane.
