North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Renault and Nissan in talks that could reshape autos alliance

PARIS/TOKYO – Renault and Nissan said on Monday they were in talks about the future of their alliance, including the Japanese automaker considering investing in a new electric vehicle venture by its French partner. The talks, which could prompt the biggest reset in the alliance since the 2018 arrest of longtime executive Carlos Ghosn, have included consideration of Renault selling some of its Nissan stake, two people with knowledge of them said. Negotiations are expected to continue ahead of a Renault investor presentation in early November, when the French carmaker is expected to give an update on its new EV unit, which is code-named "Ampere." Renault owns about 43% of Nissan, which in turn has a 15% stake in its long-term partner. The French state also has a 15% holding in Renault. Shares in Renault rose by as much as 6% in early trading, making the stock the best performer on France's benchmark CAC-40 equity index. They were up 3.54% by 1105 GMT. Renault and Nissan said in a joint statement that they were "engaged in trustful discussions around several initiatives" including a potential Nissan investment in the EV venture and what they called "structural improvements" in their alliance. Renault CEO Luca De Meo, who was in Japan over the weekend, and Nissan CEO Makoto Uchida have been central to talks about reshaping its terms, a person familiar with the talks said. A group of Nissan executives, including Chief Operating Officer Ashwani Gupta, have also been involved in developing discussions in recent months, the person said. Renault is looking to win Nissan as an investor in its new EV venture, which it is setting up alongside a separate combustion engine unit, essentially splitting out the higher-growth and investment-hungry portion of its auto business. In exchange for investing in the EV venture, Nissan is looking to Renault to reduce its stake in the Japanese automaker, a person familiar with the talks said. The French dominance of the alliance has long been a point of contention for Nissan, which wants Renault to cut its stake to 15% to draw level with its own holding in Renault, the source familiar with the matter told Reuters. For Nissan, the talks could represent a chance to reset a structure that many executives at the Japanese firm have seen as unbalanced, given the way vehicle development work between the two carmakers has progressed in recent years.

The Nissan Patrol may become America's next Armada

Plausible rumors are swirling that the Nissan Patrol, the Land Cruiser rival sold outside of North America, might come to the US as a replacement for the unrelated Nissan Armada. That large SUV's future was left ambiguous after the news of the Xterra's discontinuation, as Nissan's press release ominously promised information on the Armada "at a later date" without further elaboration. That left us scratching our heads and thinking that, perhaps, it would be quietly killed off in the future. If the rumors are true, it will be. And then it will be reborn. It'll join its old platform-mate, the Infiniti QX80, on the Patrol platform. The QX abandoned its Titan-based platform in 2011, becoming the Patrol-based QX80. So you can think of the Armada as catching up, a few years late. The QX80 was refreshed last year, a mainly cosmetic nip-and-tuck. The Infiniti utilizes the 5.6-liter, 400-hp V8 and a 7-speed auto, so it's a safe bet that this powertrain will make it into the Armada version. Less likely, but plausible, would be the availability of the new powertrains intended for the Titan XD and upcoming lower-grade Titans. The massive SUV market tends to be a bit conservative, so the Cummins diesel V8 that's the sole engine in the Titan XD right now seems unlikely. The forums are abuzz with a photo of what's purported to be a leaked marketing image of the new Armada, so head to this TitanXDForum thread if you'd like to see what that's about.
