Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Renault-Nissan alliance to start autonomous EV testing

The Renault-Nissan alliance is joining the self-driving electric-vehicle party. The French-Japanese automaking collaboration, which has been selling electric vehicles to the masses since introducing the Nissan Leaf in 2010, said Monday that it will work with transportation-technology consultant Transdev on developing a fleet of self-driving EVs for testing purposes. The model of choice, though, won't be the Leaf, but instead will be the Renault Zoe. Details aren't abundant, but the group does say it will perform the field testing in the Paris area. Transdev's pedigree includes operating what it says is the world's first commercial driverless service at France's EDF campus. The company, which is majority-owned by Caisse des Depots, is no small potatoes, generating about $7 billion in revenue in 2015. Take a look at the alliance's statement here. The alliance has already been working with Microsoft on driving-technology advancements and has teamed up with Japan-based DeNA to hatch a driverless-vehicle initiative for commercial services. And in January, Nissan said its ProPilot features, which include increased self-driving capabilities, would be added to its Leaf EV "in the near future." Of course, other automakers have already jumped into the self-driving EV game. California-based EV maker Tesla has long been pushing its vehicle technology toward autonomy, and General Motors said in December that it would start field testing driverless Chevrolet Bolt EVs sometime this year. In the meantime, the Alliance is gearing up a changeover in leadership, as Carlos Ghosn said last week that he was stepping down as Nissan's CEO on April 1. Ghosn, long a champion of electric-vehicle technology, will be succeeded by Nissan co-CEO Hiroto Saikawa. Nissan previews new Sport Sedan Concept ahead of Detroit debut

When the Cobo Center opens its doors in a couple of weeks for the Detroit Auto Show, there'll be plenty of new metal on display - and this is the latest.
Nissan announced today that it will bring a new Sport Sedan Concept to the Detroit show, releasing the short statement below accompanied by the teaser image above. Expected to hint at the next Maxima, the concept "previews a new energetic design direction that amplifies Nissan's legendary approach of applying sports car principles to a sedan."
That's about all Nissan is saying for now, so we'll have to wait a while longer to find out more. But the concept will be joined on the show floor by the IDx Freeflow and IDx Nismo concepts that'll be showcased for the first time in North American after their debut at the Tokyo Motor Show over a month ago.
