Norway about to run out of EV incentives; plan to be reviewed

As electric vehicle advocates in Norway may ready to celebrate, executives over at Tesla Motors and Nissan may be preparing for a healthy bawl. That's because Norway, whose financial support of plug-in vehicle use have pushed the country to the forefront of plug-in vehicle adoption, is about to reach its government-imposed threshold for electric vehicle and plug-in vehicle incentives, Hybrid Cars says. Two years early, in fact. Norway's perks for EVs and PHEVs include free access to bus lanes, highway tolls, ferries and parking, not to mention a big tax rebate. As a result, the country is less than 250 units away from hitting its 50,000-vehicle limit for those perks, which were initially estimated to expire in 2017. In fact, last month, more than 25 percent of the four new cars sold in Norway were plug-in vehicles. The government is now saying it will review the incentives and put forward a new plan in the next budget, which is due in May. Late last year, Nissan put out a video saying that electric vehicles had about a 15-percent new-vehicle market share in Norway, and that the Japanese automaker had sold more than 15,000 all-electric Leaf vehicles in the country since starting sales there in 2011. Last spring, The Wall Street Journal reported that the Tesla Model S broke Norway's all-time monthly sales record for a single model in March 2014, with almost 1,500 Model S vehicles sold. This is for a country whose population is less than that of Colorado. Whether those days will soon be gone remains in question. Advocates will push for some sort of extension on the perks, but opponents in government say the incentives have cost the country as much as $500 million a year in tax revenue. Investigators say Mitsubishi mpg scandal was 'collective failure'

Investigators hired by Mitsubishi Motors to probe why the Japanese automaker engaged in falsifying fuel-economy figures for the past quarter-century faulted the company's "corporate culture." Specifically, there was a lack of unity between divisions, company-wide pressure to boost fuel-efficiency numbers, and an unwillingness to accept fuel-economy shortfalls, Automotive News says, citing comments made by consultants who hired by the company to investigate the problems. Challenging management authority even if it was proper to do so was also frowned upon. One of the investigators called the scandal "a collective failure." Among other suggestions, the consultants recommended that Mitsubishi's vehicle-mileage certification be independent from research and development, that there's greater transparency overall, and that there's a more thorough understanding of laws. New shareholder Nissan may also invest in retooling Mitsubishi's R&D operations, and is sending one of its former executives, Mitsuhiko Yamashita, to Mitsubishi to try to prevent any sort of repeat problems. Mitsubishi joined a list of automakers including Volkswagen, Hyundai/Kia, and Ford that have been found in recent years to either mislead with its published fuel-efficiency figures or emissions-testing procedures. A Nissan spokesman declined to comment on the Mitsubishi report, according to Automotive News. The recommendation comes less than three months after the announcement that Nissan would help rescue Mitsubishi from its fuel-economy scandal by acquiring part of the company. Nissan agreed in May to pay $2.2 billion for a 34-percent stake in Mitsubishi, and said at the time that Mitsubishi would join the Renault-Nissan Alliance. Nissan also owns 15 percent of France-based Renault. That announcement came right after Mitsubishi's admission that it may have falsified fuel-economy data for every one of its vehicles made in Japan dating back to 1991. Nissan gets it on with the loud "Karaok-e" van concept

With a minivan, you can pack it with a half dozen friends to shuttle them to a big party. But that involves some boring time in traffic. With the Nissan Townstar Karaok-e you can skip that boring step because the van is the party. That’s the idea behind Nissan's modified Townstar Evalia is a one-off project recently shown in Europe. ItÂ’s an exercise that transforms the van into a mobile karaoke lounge. The bulk of the modifications are in the rear of the van. A 32-inch video monitor for graphics and lyrics is the centerpiece along with the exotic sound system. There are also fancy lights in the ceiling and the cabinetry, and they're synchronized the to the beat of the music. There's no mention in the press release if the van comes with a “donÂ’t dance while driving” warning. This all-electric seven-seat Townstar Evalia—which Nissan rather cosmically claims is intended to inspire “well-being and happiness”—further features a number of apps that allows passengers to show off their vocal chops, record their performances, and share them on social media platforms. The brand hasnÂ’t ignored the exterior, which features a juicy wrap enhanced by a couple of hashtags. The neon-like roof attachment would almost certainly have impressed Donna Summer. The Townstar Evalia in Europe shares close ties with the Renault Kangoo van. It comes in a long wheelbase configuration with options for five or seven seats and is available with either fully electric or gasoline powertrains. Nissan offers no hint that this particular Townstar variant might enter serious production, and we doubt that even a groundswell of interest from the public would get the company to start building them. But we bet there are limo services that might be interested, and certainly some upfitters that could put together something similar. Of course, that's as long as said customer has the will and the means.
