North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Last February, Washington State began instituting its own electric-vehicle fee of $100 per annum, and a number of other states are considering similar policies. Nissan really milking this whole glow-in-the-dark Leaf thing

With the all-electric Nissan Leaf forgoing gas in favor of electricity, one doesn't generally associate the Leaf with anything involving "gallons." But the Japanese automaker has apparently gone all-in with this glow-in-the-dark paint shtick, and it has a Guinness World Record to prove it. For art's sake. Artist Ian Cook, of Popbangcolour, set out to create the world's largest glow-in-the-dark painting, and got a little help from a Leaf equipped with special paint that absorbs ultraviolet energy during the day, and can glow for as long as 10 hours at night. With the paint applied to the car's tires, the vehicle helped draw, yes, a "self-portrait." The painting, which took more than two days to complete and about 16 gallons of luminous acrylic paint on a giant PVC-coated canvas, measures more than 2,200 square feet, beating out the previous record of about 1,800 square feet set early last year. Earlier this year, Nissan started publicizing its work with inventor Hamish Scott at creating a special coating that gives that glow-in-the-dark effect and is even fully organic. The same type of paint was used along about a third of a mile along a Dutch "Smart Highway" whose stripes absorb rays during the day and glow at night. Cool. The painting, which depicts the front of a Nissan LEAF, was created by maverick motoring artist Ian Cook of Popbangcolour.

Jay Leno checks out Nissan IDx Nismo, spiritual successor to classic Datsun 510

Jay Leno may not be spending his night behind the Tonight Show desk anymore, but he's clearly not done rolling precious metal into his garage, intent on putting it through its paces after a thorough investigation. The latest machine to meet Jay on his home turf is the Nissan IDx Nismo Concept that we first saw at the Tokyo Motor Show late last year.
Leno already has love for the classic Datsun 510, which plays a cameo in the video that you'll see below, and he refers to the IDx as the spiritual successor to that car's ethos - driving fun in an affordable package. Fortunately for us, while the IDx is a showcar first and foremost, it is indeed driveable, and Leno, naturally, takes his turn behind the wheel.
