The Scoot Quad is Nissan's small step toward EV car sharing

Halfway up Laguna Street, the panic set in. I might not make it up this hill. With my foot depressed all the way to the floor, I sucked in my stomach and started to pray. Yet again, I found myself in an unconventional way to get around on four wheels – but this time, I was on my own, and behind the wheel. Meet the Scoot Quad, aka Nissan New Mobility Concept, aka Renault Twizy. The many aliases reflect the path of descent from its development as a quirky French electric vehicle to its proliferation as a model for car sharing. The Quad resides in San Francisco as part of the Scoot fleet of shared electric vehicles and it's most certainly not for sale. As the line blurs between those who share cars for personal reasons and those who use them for business purposes, Scoot and Nissan came to an agreement in which a small number of New Mobility Concepts would join the Scoot fleet – which currently includes over 300 motorbikes. The added value of Scoot is the capacity for one-way rentals around the city, as well as a dedicated network of charging stations. "We think it's just the best way to get around the city for everyone," said Scoot fleet vice president Mike Waltman, explaining how 10 New Mobility Concepts made their way to San Francisco. Charging time is about four hours on a Level Two charger, made possible through Scoot's network of stations around the city. The one-plus-one Twizy has been in production since 2012 and on sale in certain overseas markets, but it's entirely new for the United States, and it wears the Nissan badge here – kind of. No major changes were made to the Twizy when it became the New Mobility Concept, and similarly none were made in its "transformation" to the Quad. It sports the same insectile shape and the rear profile of a top hat, as well as an identical powertrain: a 13-kilowatt motor that produces 17 horsepower, routed to the rear wheels through a single-speed automatic transmission. Charging time is about four hours on a Level Two charger, made possible through Scoot's network of stations around the city. Its top speed is 50 miles per hour, but Nissan installed a governor at 25 mph to conform to US low-speed vehicle requirements. New Scoot members are required to successfully pass an exam before beginning to use the service, so that was my first order of business. After spending about 35 minutes going through a series of informational videos on the Scoot app, as any new member would do, I was ready to ride Scoot motorcycles.

Nissan itself will be indicted alongside Ghosn, report says

Prosecutors in Tokyo are expected to file charges against Nissan itself alongside an expected indictment against former Chairman Carlos Ghosn as part of the ongoing financial misconduct case. That's according to a report from Japan's Nikkei business daily, which does not identify its sources. Charges are also likely against Greg Kelly, a member of Nissan's board of directors who was taken into custody with Ghosn Nov. 19 after Japanese authorities questioned the former chairman aboard a corporate jet at the Tokyo Haneda airport. Monday is the deadline when prosecutors must either indict the two executives, release them or arrest them on new allegations. Both men are accused of under-reporting salaries in five annual reports that stretch through the fiscal year that ended in March 2015. The Nikkei says they'll also be arrested on new allegations of misstating financial information for the subsequent three business years. Nissan would be charged for not preventing the alleged crime. Both men have reportedly denied the allegations. In response to the Nikkei report, a spokesman for Nissan told Automotive News the company had "identified serious misconduct related to the reporting of Mr. Ghosn's compensation" and was cooperating with investors. The turmoil over Ghosn prompted the automaker to scrap plans to unveil a long-awaited longer-range Leaf electric car at the L.A. Auto Show last week. Ghosn is accused of conspiring to understate his income by about half the 10 billion yen (about $88 million) over the period. Reports say the issue relates to deferred compensation that Nissan CEO Hiroto Saikawa reportedly signed off on but may not have understood. The company didn't report the deferred compensation in Japanese securities filings as it is required, since the money is considered a future liability against the company. Automotive News cites an unnamed source who says Nissan has identified some $80 million in unreported deferred compensation promised to Ghosn. Nissan's board voted Nov. 22 to oust him as chairman, and Mitsubishi followed suit days later. Ghosn remains the CEO and chairman of Renault, however. Under Ghosn's guidance, Nissan and Renault joined forces in 1999 when Nissan was teetering toward bankruptcy. Mitsubishi joined on in 2016, with all three members able to jointly develop products and control costs. He had reportedly been pushing for deeper ties, including a possible merger between Nissan and Renault at the urging of the French government.

Recharge Wrap-up: Renault-Nissan at COP22, BMW launches Cruise e-Bike

The Renault-Nissan Alliance has been chosen to provide a fleet of electric cars for the UN's COP22 Climate Conference in Marrakesh, Morocco. The group will provide 50 passenger EVs – the Renault Zoe, Nissan Leaf, and Nissan e-NV200 – to shuttle delegates to and from conference venues. The Alliance will also provide more than 20 charging stations to support the shuttle fleet. The group provided electric shuttles for the historic COP21 summit in Paris last year. Read more from Renault-Nissan. FCA, Iveco, and gas grid company Snam have signed an agreement to boost natural gas as a cleaner alternative fuel for Italy. Under the Memorandum of Understanding, FCA and Iveco will work together to develop CNG vehicles, while Snam will invest in CNG supply facilities like filling stations to support a growing fleet. Italy leads Europe in the amount of natural gas consumed for transport, with 1 million vehicles currently on the road. Read more at Green Car Congress. LG Chem has officially announced it will build a battery plant in Poland to the tune of about $340 million. Located near Wroclaw in southwestern Poland, the plant is expected to produce 100,000 batteries a year for 200-mile EVs beginning in 2019. The plant could help Poland in its goal to reduce pollution by introducing a million EVs on its roads by 2025. "We will turn the Poland EV battery plant into a mecca of battery production for electric vehicles around the world," says UB Lee, President of LG Chem's Energy Solution Company. Construction begins in the second half of 2017. Read more from Automotive News Europe. BMW has introduced the Cruise e-Bike. Its Bosch Performance Line electric motor provides electric assistance at speeds of up to 15 mph. The battery can be either be removed or remain on the bike for charging, which takes 3.5 hours for a full charge. "BMW aims to be the leading provider of premium mobility services, and our bicycle collection furthers that mission," says BMW Accessory and Lifestyle Manager Eric Riehle.
