Recharge Wrap-up: BMW to test autonomous cars, Korea bans sales of BMW, Nissan, Porsche models

BMW will test autonomous cars on public roads by the second half of 2017. The German automaker, with partners Mobileye and Intel, will operate a fleet of 40 self-driving vehicles using a "scalable architecture" that will be made available to other automakers. The partners plan to offer products ranging from key components to "a complete end-to-end solution" for autonomous driving. Since parting ways with Tesla, Mobileye also recently announced it would provide its technology to Lucid Motors. For BMW, it all leads up to its fully autonomous iNext model slated for introduction in 2021. See the video above, and read more in the press release from Intel. South Korea has banned the sale of certain models from BMW, Nissan, and Porsche over emissions cheating. Following an investigation, regulators determined emissions testing documents to be falsified. The country's Ministry of Environment has fined the three automakers a total of $5.9 million, and revoked the certification of 4,523 vehicles across banned 10 models. China's prices for the Cadillac CT6 Plug-in are significantly higher than those announced for the US. The plug-in hybrid version of the luxury sedan recently went on sale with the two variants priced at RMB 558,800 and RMB 658,800. At the time of this writing, that's $80,420 and $94,812. Cadillac announced it would bring the CT6 Plug-In Í– which is built in China – to the US in the spring of 2017, starting at $76,090 before federal and local tax incentives. Hybrid Cars points out that China's own generous incentives could help to make it more competitive. A Connecticut court has ruled in favor of Tesla's gallery showroom in Greenwich. Last May, the Connecticut Automotive Retailers Association brought the suit to block the showroom on Greenwich Avenue, which has now been dismissed by the Connecticut Superior Court. Tesla cannot offer test drives, sell cars, or operate a Supercharger at the location, but it can sell other branded items and educate the public about its vehicles. It's possible that the issue of Tesla's direct sales model could come up again this year in Connecticut state legislature. Read more at Teslarati .

Nissan Leaf sales up again in February, Chevy Volt dips deeper

Nissan managed to buck the industry's overall trend of lower sales in February with double-digit growth throughout its lineup. That includes a 12th month of record sales for the Nissan Leaf electric vehicle, with the year-over-year numbers up more than a skosh. The February ledger for the Chevy Volt looked much worse, falling 25.6 percent from February 2013 down to 1,210 units. With 1,425 Leafs sold, Nissan came away the winner in a head-to-head competition between these the two early plug-in vehicles for the fourth month in a row. Nissan expects the Leaf's sales momentum continue in March. February Leaf sales were up 118.2 percent, making 2014 the car's best February ever. The car was most popular in San Francisco, CA and Atlanta, GA, two places where the the brutal winter cold that struck most of the country had a limited effect. Nissan said that other markets with notable Leaf sales growth were Honolulu, HI, Dallas/Ft. Worth, TX and Denver, CO. Toby Perry, Nissan's director of EV sales and marketing, said in a statement that Nissan, "amped up advertising in the latter half of February, which already has resulted in an uptick in sales and a significant increase in shopping traffic. We expect to see that momentum continue in March." The Volt retains an overall sales lead against the Leaf, but Chevy's calendar year-to-date sales numbers are down 23.1 percent so far in 2014. Overall, Chevy's sales calendar YTD numbers were down just 7.7 percent, so the Volt is performing below average. California has sold 102,440 EVs since Volt, Leaf went on sale in 2010

Last July, Plug In America declared that a Mitsubishi i-MiEV in Alabama was the 100,000th electric vehicle sold in the US. Today, the California Plug-In Electric Vehicle Collaborative announced that that many EVs have now been sold in California alone. To celebrate the milestone – which was actually 102,440 EVs sold in the Golden State between when the Chevy Volt and Nissan Leaf were introduced in late 2010 and the end of August 2014 – we spoke with some of the key players in moving the battery-powered metal off of the dealer lots and into driver's driveways. CARB's Mary Nichols drives a Honda Fit EV, and said that in LA, it's no longer "a weird thing." The chairman of the California Air Resources Board (CARB), Mary Nichols, took a broad overview. Nichols herself drives a Honda Fit EV, and said that in her home of Los Angeles, that's no longer "a weird thing." She told AutoblogGreen that, "The industry people that we work with are very clear about this, they think the electric cars sell themselves, in terms of their driveability and attractiveness, if you can get a person into one," she said. "The best way to get a person into one is for them to see it somewhere, and that's really what we're celebrating here. As you get to critical mass, and I think 100,000 vehicles is getting to that point, people start looking at these as an option as opposed to something that they walked into the dealership already wanting to get." Given CARB's support of hydrogen vehicles as well as EVs, we had to ask Nichols when she thought H2 would hit the 100,000-vehicle milestone. She declined to answer that question, but did say that, "Hydrogen vehicles are just beginning to be available in the market. They are just being very selectively and even more cautiously introduced than plug-in vehicles because of concerns that customers will have a good experience, and a good experience means that there has to be an adequate supply of fueling stations," she said. "There has been a lot of expression of interest and support and vision in this direction but we are just at the beginning stages, where we were with plug-in vehicles a few years ago. It's going to take a while." If you ask Nissan's Brendan Jones how a state can support a new technology like plug-in vehicles, he will point to how EVs were rolled out in California. Turns out, the company has learned a lot from selling so many Leafs there.
