Recharge Wrap-up: Nissan earns Energy Star award, ethanol production forecasts adjusted

The US Energy Information Administration has adjusted its ethanol production forecasts. It predicts an average of 944,000 barrels per day for 2015. That number is up from 2014 production levels of 935,000 barrels per day, but it is lower than last month's projection for 2015, which was 947,000 barrels per day. The EIA forecasts 937,000 barrels per day in 2016, down from its prior forecast of 942,000 barrels. Biodiesel production averaged 83,000 barrels per day last year, with projections of 82,000 for 2015, and 84,000 for 2016. Read more from Ethanol Producer Magazine. Boston Mayor Martin J. Walsh supports the proposed Diesel and Vehicular Emissions Ordinance. The ordinance, filed by City Councilor Stephen Murphy, would require emissions control retrofitting of all pre-2007 vehicles belonging to the City of Boston, as well as those of any contractors it hires. The ordinance also seeks to create a simple city-level standard of enforcing the state's anti-idling laws. "The asthma rate in Boston's neighborhoods continues to climb," says Councilor Murphy. "By further tightening air quality standards, as this ordinance does, we will make Boston's neighborhoods healthier." Read more at DieselNet. The Michigan Blue Economy report profiles Ford for its water-saving sustainability efforts. The report notes that Ford reduced its water use by 61 percent, or 10 billion gallons, from 2000 to 2013 by "cutting the water used in everything from cooling towers to paint operations." As part of its Global Water Management Initiative, Ford has decreased its total water use at its facilities worldwide from 64 million cubic meters per year to 25 million cubic meters. The automaker received the Sustained Excellence Award for its efforts to reduce energy use and greenhouse gas emissions in its operations. Nissan reduced the amount of energy used to build vehicles by 13 percent in 2014. Energy reduction efforts include switching to LED lighting and developing an environmentally friendly paint process. Nissan also works with schools in Tennessee and Mississippi to help them reduce energy usage. "Since this initiative began in 2012, we've helped about 30 schools make the esteemed Energy Star certification list," says Nissan's John Martin. Read more in the press release below.

North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Last February, Washington State began instituting its own electric-vehicle fee of $100 per annum, and a number of other states are considering similar policies. The Scoot Quad is Nissan's small step toward EV car sharing

Halfway up Laguna Street, the panic set in. I might not make it up this hill. With my foot depressed all the way to the floor, I sucked in my stomach and started to pray. Yet again, I found myself in an unconventional way to get around on four wheels – but this time, I was on my own, and behind the wheel. Meet the Scoot Quad, aka Nissan New Mobility Concept, aka Renault Twizy. The many aliases reflect the path of descent from its development as a quirky French electric vehicle to its proliferation as a model for car sharing. The Quad resides in San Francisco as part of the Scoot fleet of shared electric vehicles and it's most certainly not for sale. As the line blurs between those who share cars for personal reasons and those who use them for business purposes, Scoot and Nissan came to an agreement in which a small number of New Mobility Concepts would join the Scoot fleet – which currently includes over 300 motorbikes. The added value of Scoot is the capacity for one-way rentals around the city, as well as a dedicated network of charging stations. "We think it's just the best way to get around the city for everyone," said Scoot fleet vice president Mike Waltman, explaining how 10 New Mobility Concepts made their way to San Francisco. Charging time is about four hours on a Level Two charger, made possible through Scoot's network of stations around the city. The one-plus-one Twizy has been in production since 2012 and on sale in certain overseas markets, but it's entirely new for the United States, and it wears the Nissan badge here – kind of. No major changes were made to the Twizy when it became the New Mobility Concept, and similarly none were made in its "transformation" to the Quad. It sports the same insectile shape and the rear profile of a top hat, as well as an identical powertrain: a 13-kilowatt motor that produces 17 horsepower, routed to the rear wheels through a single-speed automatic transmission. Charging time is about four hours on a Level Two charger, made possible through Scoot's network of stations around the city. Its top speed is 50 miles per hour, but Nissan installed a governor at 25 mph to conform to US low-speed vehicle requirements. New Scoot members are required to successfully pass an exam before beginning to use the service, so that was my first order of business. After spending about 35 minutes going through a series of informational videos on the Scoot app, as any new member would do, I was ready to ride Scoot motorcycles.
