Lebanon has 40 days to figure out what to do with Carlos Ghosn

BEIRUT — Lebanon and Japan have about 40 days to decide whether ousted Nissan boss Carlos Ghosn will be extradited to Japan or stand trial in Lebanon, a judicial source and a source close to Ghosn said on Thursday, following his escape from Japan. Ghosn fled to Lebanon, his childhood home, as he was awaiting trial on charges of under-reporting earnings, breach of trust and misappropriation of company funds, all of which he denies. Japan and Lebanon have no extradition agreement, and Lebanon does not typically hand over its nationals. Ghosn's legal team is hoping to hold the trial in Lebanon, where the former auto executive has deep ties and hopes to clear his name. Japan has in recent days asked Lebanon to clarify what files Tokyo needs to send as part of an official extradition request, the two sources said. "They came back and requested a clarification. Today, we sent that to the Japanese," the judicial source said. That communication is significant because, according to Lebanon's rules for dealing with Interpol notices, it triggers a roughly 40-day period by the end of which agreement must be reached between the countries on where and how Ghosn will stand trial, the sources said. Japan must now either send a formal extradition request to Lebanon or send Ghosn's file to Beirut and agree on a process for trying him there, the source close to Ghosn said. An Interpol spokesperson said on Friday the organization did not itself dictate a timeframe or require any action to be taken by countries and such a framework is set locally. Ghosn, who holds Lebanese, French, and Brazilian nationality, was questioned earlier this month by Lebanese prosecutors who confiscated his passport and imposed a travel ban as part of the Interpol arrest warrant process. The source close to Ghosn said the former executive can appeal to Lebanon's prosecutor to drop the ban and return his passport if Japan does not respond within the timeframe. Japanese prosecutors have said they are still pushing for Ghosn to be tried in Japan. Ghosn has struck out at what he has called Japan's unjust judicial system and said the alternative to fleeing would have been to spend the rest of his life languishing in Tokyo without a fair trial. Nissan Xterra discontinued after 2015

Another great big subtraction in the choice of proper off-roaders comes with news from Edmunds that the Nissan Xterra will meet its maker after the 2015 model year. Sales of the body-on-frame SUV introduced in 1999 declined seven percent last year compared to 2013, a total of just 16,505 getting off dealer lots. That's about 1,800 more sales than the Toyota FJ Cruiser achieved for the year, another rugged trail runner recently dispatched into the ether. Meanwhile, the king-of-the-hill Jeep Wrangler almost matched those annual sales number each month in 2014; it moved 19,235 in May alone. Nissan hasn't exactly cared about the Xterra for years; Edmunds reported in 2013 that Nissan was "mulling the Xterra's future" and would take a year to decide if it was going to keep going. But it has been clear for years that the company wasn't too interested in its hardcore off-roader in spite of its "enthusiastic fan base inside and outside the company." The last visible refresh came in 2009, when it was 4Wheeler magazine's SUV of the Year, the next minor feature updates not arriving until 2014. And the Nissan-backed off-road triathlon series the Xterra was named for died in 2006. That's why there's no business case for throwing money at re-engineering the Xterra's safety and emissions specs, especially in a world gone crazy for subcompact crossovers. We contacted Nissan for comment on the report and asked if another Nissan vehicle, like the Rogue, would be positioned as a near-replacement, as has been speculated before. Product communications director Dan Bedore told us, "Nissan has made no announcement as to the future status of Xterra. For proprietary reasons, we do not discuss future product plans or comment on media speculation about future plans." Right now we can hear the Jeep Wrangler at the top of the mountain screaming, "Nobody wants a piece of this? Really?!" So come on, General Motors - it's up to you now.

Nissan will run pilot car-sharing program with two-seat concept EVs

Nissan is using a little car to test out possible solutions to a rather big problem. The Japanese automaker will start a car-sharing program this month using its New Mobility Concept two-seat electric vehicles, which is based on the Renault Twizy platform. The cars will be the foundation of a car-sharing network called the Ultra-Compact Mobility Certification System that will take place in Yokohama's Sakonyama Danchi District. Working with housing agency Urban Renaissance, Nissan says the New Mobility Concept vehicles are part of a "method for revitalizing urban and suburban areas." Indeed, instead of the cars being used for government agencies and utility programs, they'll be used by the general public to get around. The program kicks off this month and will run for one year. Other Nissan NMC vehicles were recently put into rental service in the town of Shikano, in the east of Tottori Prefecture, for tourism purposes, at a cost of about $10 an hour plus $12 for a training license. Nissan has been running various mobility programs using the car for the better part of two years. To get an idea how small the vehicles are, their length is about a foot shorter than a Smart ForTwo. Nissan will be collaborating with Urban Renaissance (UR), a semipublic housing agency associated with Kanagawa Prefecture's Ministry of Land, Infrastructure, Transport and Tourism's (MLIT) Kanto District Transport Bureau, to study the possibilities of using ultra-compact EVs as a method for revitalizing urban and suburban areas. This local test of the car-sharing network will be implemented from late March 2015 until the end of March 2016. The trial will assess the potential of ultra-compact electric vehicles as a catalyst in revitalizing large-scale, urban and suburban commuting methods, and will gauge the value of ultra-compact EVs as short-range modes of transport that can complement public transportation.
