Recharge Wrap-up: Chevy teases Bolt driving range, China pursues EV subsidy cheaters

Chevy is teasing the Bolt's driving range, which it is set to reveal on Tuesday. It will certainly be able to travel more than 200 miles between charges, but the second and third digits in that value, as it stands today, are still question marks. On its Facebook page, Chevrolet is asking fans to try to guess the official range. Of course, Tesla fans have already started posting their own snide remarks in the comments. Chevy fans are certainly hoping to see the Bolt's range eclipse that of Tesla's upcoming Model 3, which the California-based automaker puts at 215 miles. Fuel cell company PowerCell Sweden says it has signed an agreement with a Chinese company to make range extenders for commercial trucks. The unnamed Chinese customer has placed an order and signed a memorandum of understanding with PowerCell Sweden, and the partners will develop methanol reformer fuel cell range extenders for electric distribution trucks. "Our unique expertise in fuel cells and reformer technology is receiving an increasing attention worldwide and we are truly pleased to get another Chinese order," says PowerCell Sweden Sales Director Andreas Boden. After the country's Ministry of Finance penalized five companies with fines and, in one case, revocation of production license for subsidy cheats, China has since named 20 more potential violators, including Nissan, Hyundai, JAC, and a subsidiary of BYD. Of the first five companies to be punished under the investigation, Suzhou Gemsea Coach Manufacturing is having its production license revoked, while four others, including a subsidiary of Chery, are being fined for about half of the subsidies received. Macron and Abe seek to avert messy Renault-Nissan breakup

TOKYO/PARIS – France and Japan's leaders met for bilateral talks to avert a diplomatic row over the Renault-Nissan-Mitsubishi alliance on Friday following the surprise arrest of its Chairman Carlos Ghosn in Japan. With the carmaking alliance facing its biggest test after the ousting of Ghosn at Nissan and affiliate Mitsubishi over financial misconduct allegations, President Emmanuel Macron sat down with Prime Minister Shinzo Abe at the G20 summit in Buenos Aires. Ghosn's arrest to face accusations including the under-reporting of income has triggered new attempts by Nissan to weaken Renault's control of the Franco-Japanese alliance, adding to challenges facing Macron at home. Macron, whose government has repeatedly pressed Japan to share evidence unearthed by Nissan's internal investigation into Ghosn, "restated his firm wish that the alliance should be preserved, along with the stability of the group," an Elysee official said after Friday's meeting with Abe. Abe said it was important to "maintain a stable relationship," according to a spokesman for the Japanese leader. "However, he said the future of the alliance is up to the private-sector shareholders. The government of Japan does not prejudge the future of the alliance," the spokesman said. The French official quoted Abe as telling Macron that "the legal process must be allowed to take its course." LEADERLESS Tokyo authorities on Friday extended Ghosn's detention for a second time, by the maximum-allowed 10 days, local media reported. Prosecutors must file charges by Dec. 10 or arrest Ghosn for new crimes to hold him beyond that date. Tokyo prosecutors declined to comment. Nissan did not immediately respond to a request for comment. Ghosn's detention has left the global auto alliance without its leader and main interlocutor with the French government, which owns 15 percent of Renault and wants to maintain the ownership structure enshrining its control of the partnership. But Nissan Chief Executive Hiroto Saikawa has made clear that Nissan wants to weaken the control of its smaller parent as it carries out a governance review. Renault's 43.4 percent Nissan stake ensures an effective voting majority at shareholder meetings, while Nissan's reciprocal 15 percent Renault holding carries no voting rights.

Nissan will run pilot car-sharing program with two-seat concept EVs

Nissan is using a little car to test out possible solutions to a rather big problem. The Japanese automaker will start a car-sharing program this month using its New Mobility Concept two-seat electric vehicles, which is based on the Renault Twizy platform. The cars will be the foundation of a car-sharing network called the Ultra-Compact Mobility Certification System that will take place in Yokohama's Sakonyama Danchi District. Working with housing agency Urban Renaissance, Nissan says the New Mobility Concept vehicles are part of a "method for revitalizing urban and suburban areas." Indeed, instead of the cars being used for government agencies and utility programs, they'll be used by the general public to get around. The program kicks off this month and will run for one year. Other Nissan NMC vehicles were recently put into rental service in the town of Shikano, in the east of Tottori Prefecture, for tourism purposes, at a cost of about $10 an hour plus $12 for a training license. Nissan has been running various mobility programs using the car for the better part of two years. To get an idea how small the vehicles are, their length is about a foot shorter than a Smart ForTwo. Nissan will be collaborating with Urban Renaissance (UR), a semipublic housing agency associated with Kanagawa Prefecture's Ministry of Land, Infrastructure, Transport and Tourism's (MLIT) Kanto District Transport Bureau, to study the possibilities of using ultra-compact EVs as a method for revitalizing urban and suburban areas. This local test of the car-sharing network will be implemented from late March 2015 until the end of March 2016. The trial will assess the potential of ultra-compact electric vehicles as a catalyst in revitalizing large-scale, urban and suburban commuting methods, and will gauge the value of ultra-compact EVs as short-range modes of transport that can complement public transportation.
