Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. NISMO confirms hotter GT-R, return to Le Mans and more performance models [w/videos]

Nissan has made three announcements, all of which intend to sharpen the global significance and sales of its NISMO performance arm. Calling it "a new era for NISMO as its global performance car and motorsports brand," Carlos Ghosn cut the ribbon on the new, larger, nicer NISMO headquarters in Yokohama, Japan. For the first time since the division was founded in 1984, all of its employees are located in one place that was dubbed "a hothouse of passion and performance." Sign us up.
There, the team will start overhauling Nissan's entire range with NISMO models. The Juke NISMO is right around the corner for the US market, the second generation of the 370Z NISMO is coming for 2014, the first GT-R NISMO is being developed, and after that will come "a range of affordable performance Nissan models from small cars to flagship sports cars" - a new model every year. The expanded product line will mean that markets that haven't had access to NISMO's works will finally be able to buy them.
The last big news is that from now on NISMO will manage every one of Nissan's global motorsports programs, and its largest initiative will be prepping an entry for Le Mans in 2014. While Nissan has left the DeltaWing project, it hasn't walked away from experimental racers: the brand aims to have "a pioneering Nissan race car showcasing electric technology" ready in 15 months that shows "a new approach to innovation and excitement."

Nissan reviving Pulsar name for Euro market

The Nissan Pulsar doesn't have what we'd consider a rich history in the US, other than on some models decades ago. However, the nameplate has been part of the Nissan lineup globally since 1978 and has proven popular in Asia and Australia. Now, the brand is teasing a five-door hatch to revive the name and hit European showrooms this fall.
The new Pulsar will be built at the company's recently renovated factory in Barcelona, Spain. It's not clear from the teaser whether this is the same model that is already sold in other parts of the world or a brand new vehicle. Although, Nissan says in the announcement that the car "has been designed to meet the specific demands of European car buyers."
With competitors like the Volkswagen Golf and Ford Focus, the European five-door hatch market is seriously competitive. It will be interesting to see if Nissan will have something special to bring to the table. Scroll down to read Nissan's full teaser about its latest hatchback in Europe.
