Recharge Wrap-up: Fiat 500X emissions, Japan EV sales down

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. "We found evidence of a significant, long-term rebound and expect our results to be of interest for public policy." Read more at Green Car Congress. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels. Nissan, Mitsubishi team up for $14,000 electric car

Last November, the Renault-Nissan Alliance and Mitsubishi announced a partnership to build some tiny electric vehicles for the Japanese market. Well, the partnership is going to build more than that (like the Nissan Dayz, pictured above in Roox form, and the Mitsubishi eK wagon), but we're most interested in the upcoming plug-in results. Those results are not here yet, but we now know that the 50-50 joint venture is moving forward and that the first "kei car" EV from the project is now due in fiscal 2016, according to the Nikkei Asia Review. The makers of the popular Leaf and i-MiEV electric vehicles say that the new small EV will be the cheapest EV on the market when its released, potentially priced at 1.5 million yen (around $14,700 US). Currently, the i-MiEV is the cheapest EV option in Japan, with a 2.5-million yen starting price (just under $24,500 US) before incentives. Taking a good $10,000 of the purchase price is likely more than enough to counter the smaller size and, perhaps, more limited amenities. Mitsubishi teases Ralliart concept for Tokyo Auto Salon

Rumors have been circulating that Mitsubishi will be doing some interesting things with its performance-oriented Ralliart brand. And it has launched some special variants in some overseas markets with the name, but that doesn't seem to be the end of it. Next month at the Tokyo Auto Salon, Mitsubishi will show a Ralliart concept car. The company released a single teaser image of the concept, and it has us feeling optimistic. It shows a huge rear diffuser with a simple and stylish Ralliart badge attached. Unfortunately, that's about all we can see. So there's no way of knowing what kind of vehicle is attached to it. Could it be a fancy show car we've never seen before, or a way sportier version of a current model? At least one rumor suggests the concept could be based on the Outlander PHEV. It would certainly make some sense to revive Ralliart with a popular model such as the Outlander, not to mention one that's completely new and representative of where the brand is headed. The PHEV would be an interesting choice for performance, and we'd be curious what Mitsubishi would change to make it sportier. Bigger electric motors would be very appealing, but a more minimal set of upgrades such as suspension and brakes would be more likely. The Ralliart concept won't be the only concept on display from Mitsubishi, though. The company will also show an electric kei car, which is a car of extra-small proportions for a special class of cars in Japan.
