Recharge Wrap-up: Fiat 500X emissions, Japan EV sales down

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. "We found evidence of a significant, long-term rebound and expect our results to be of interest for public policy." Read more at Green Car Congress. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels. Employee warned Mitsubishi execs about mileage cheating in 2005

A damning report from the committee brought in to investigate Mitsubishi's alleged fuel economy fixing scandal has revealed a new employee stepped forward and implored the company to play it straight on its mileage data... Eleven years ago. The employee, identified in the report as F, pushed for honesty during a company workshop in February 2005, The Asahi Shimbun reports. The then-new worker told 20 company officials, including senior members of the performance testing department, that the way Mitsubishi measured fuel economy was different from the way government's method. Instead of acting on F's protests, officials said they had no memory of them, the report claims. The four-person committee, made up of lawyers and industry experts, isn't buying the excuse. "It is difficult to accept their explanations that they have no recollections because a new employee pointing out such a problem must have had a (strong) impact," the report read. But F's comments weren't the only internal sign that Mitsubishi allegedly ignored. In a 2011 questionnaire, multiple employees submitted responses claiming that the company had been falsifying data. But according to the committee's report, Mitsubishi's development department issued a report denying there was even a problem, which the company's execs accepted without question. According to The Asahi Shimbun, Mitsubishi CEO Osamu Masuko revealed that an internal investigation – which also denied F's remarks – acknowledged that the company hadn't followed government rules regarding fuel economy measurements since 1991. "We lacked unity needed to detect problems within the company and to solve them," Masuko-san said, backing up the committee report's claim that the company was divided. "From now on, we need to decide how to change our way of thinking." Mitsubishi shows five concepts headed to the 2020 Tokyo Auto Salon

Mitsubishi will storm the 2020 Tokyo Auto Salon with seven concepts, five based on production models getting early previews. This year's haul more than doubles the trio of concepts Mitsubishi took to this year's Tokyo Auto Salon, and it's obvious the company put more effort into all of them as well. The wildest among the five could be the Delica D:5 imagined by Japanese director, producer and writer Teruo Ito. With the idea to rework the Delica into the idea of embodying charm "like a dog or a member of a family," Ito threw out the van's rectangular headlights, working with Mitsubishi designers to replace them with large round units inset like eyes. The anthropomorphic face is so important that the concept is apparently called the "D:5 eye," according to Google Translate. The van wears a "light army green" hue from its roof to its MLJ Daytona wheels, the interior done up in a olive tartan pattern.   Right behind it in the "Look at me!" stakes is the eK Cross Wild Beast Concept, a contrast to the "Cute Beast" that is the standard eK kei car. Drenched in yellow, with gray X graphics, a contrasting black roof and tailgate, black cladding, mud flaps, chunky rocker panels, roof rack and basket, and all-terrain tires, this one is meant to evoke a "playful outdoor image." In case the striking livery doesn't convey the message, the command to "Play the Nature" appears on the hood, roof rack and fuel filler cap. Inside, all-weather floor mats and a load bay mat stand ready to protect the interior from mud. Or Play-Doh. The Mitsubishi Outlander PHEV NERV is the widest combination of real and imaginary usefulness. Re: the latter, NERV is the fictional Japanese paramilitary organization that battles creatures called Angels in the "Neon Genesis Evangelion" anime. Warfare between the Evangelion units and the Angels tends to destroy a lot of animated real estate, hence the usefulness of a disaster relief vehicle like the Outlander PHEV, coordinated by the Gehirun Corporation that's also in the anime. For real-world service, designers installed a KYMETA u7 planar satellite antenna that can pick up signals from Sky Perfect JSAT Corporation — a Japanese-based satellite television and Internet company, and the Asia-focused Michibiki emergency broadcast and GPS service.
