Trump declaration they're a security threat stuns Japanese automakers

TOKYO — Japan's automakers' lobby said on Tuesday it was dismayed by President Donald Trump's declaration that some imported vehicles and parts posed a threat to U.S. national security, as the industry braces for a possible rise in U.S. tariffs. Trump made the unprecedented designation of foreign vehicles on Friday but delayed for up to six months a decision on whether to impose tariffs to allow for more time for trade talks with Japan and the European Union. "We are dismayed to hear a message suggesting that our long-time contributions of investment and employment in the United States are not welcomed," said Akio Toyoda, chairman of the Japan Automobile Manufacturers Association. "As chairman, I am deeply saddened by this decision," Toyoda, president of Toyota, said in a statement. Trump has threatened to impose tariffs of up to 25% on imported cars made by foreign automakers, a move which automakers have argued would ramp up car prices, curb the global competitiveness of U.S.-made vehicles and limit investment in the country, the world's No. 2 auto market. The United States is a vital market for Toyota, Nissan, Honda and other Japanese car makers. Autos and components are among the Asian country's biggest export products. Most of Japan's major automakers operate plants in the United States. The Japan Automobile Manufacturers Association notes that its automakers build about 4 million vehicles a year in North America, or 75 percent of what it sells here. Many are built for export, helping lessen the U.S. trade deficit Trump is concerned about. Major automakers have announced a slew of investments in the United States since Trump took office in January 2017 and put pressure on the industry to create more U.S. jobs. For its part, Toyota has pledged to invest almost $13 billion in the United States between 2017 and 2021 to boost manufacturing capacity and jobs. NHTSA expands new Takata probe to 4 more automakers

DETROIT — The U.S. government's highway safety agency has launched an investigation into four additional automakers that have a potentially deadly type of Takata air bag inflator in their vehicles but have yet to recall them. The National Highway Traffic Safety Administration said in documents posted Thursday that it is investigating Audi, Toyota, Honda and Mitsubishi in connection with a Takata recall involving 1.4 million inflators. This brings the total number of manufacturers potentially impacted to five, as BMW was connected to the issue when it was brought to light earlier in December. The inflators made by the now-bankrupt Takata have a distinct and separate problem that can cause them to blow apart a metal canister and spew shrapnel into people's faces and bodies. The problem killed a driver in Australia who was in an older 3-Series BMW, which has already recalled more than 116,000 vehicles. The problem is so dangerous that in some cases BMW has told drivers to park their vehicles until repairs can be made. The safety agency says in documents that Takata didn't provide details on the affected makes, models or model years of vehicles with the defective inflators. So it is telling the companies to recall them promptly. The agency says that based on when the faulty inflators were produced, it's likely that the vehicles to be recalled came from the 1995 through 2000 model years. In letters to all four automakers, NHTSA says they have five business days to notify the agency after finding out about a safety defect. “If your company has not yet gathered enough evidence to make a determination that the subject air bag inflators present an unreasonable risk to motor vehicle safety, reply with a detailed work plan including the benchmark dates required to make the determination,” the agency wrote in letters to all four automakers dated Wednesday. A Honda spokesman said Thursday it hasn't determined yet whether its vehicles are affected, but a decision should be made soon. Audi, Mitsubishi and Toyota said they are still investigating. NHTSA has told the companies to respond by Jan. 17. On Dec. 4, NHTSA posted documents from Takata and BMW detailing the problems. The documents said the Australian driver was killed, while another Australian driver and a driver in Cyprus were injured. Unlike previous recalls, the Takata non-azide inflators do not use volatile ammonium nitrate to fill the air bags in a crash.

Mitsubishi Outlander PHEV sales reach 33,000 worldwide

It can be difficult to see from the US, where the Mitsubishi Outlander Plug-in Hybrid is not yet available, but the all-wheel drive SUV is a big hit in Europe and Japan. In fact, we learned at the Plug In 2014 Conference in San Jose, CA this week that Mitsubishi has sold over 33,000 copies of the PHEV around the world. The breakdown is that Mitsubishi has delivered 15,000 units in Japan and 18,000 in Europe. Fuminori Kojima, Mitsubishi Motors North America's senior manager of incentives, told AutoblogGreen that the country with the highest sales rate in Europe is Holland, with about 6,000 units sold that thanks in part to generous incentives for plug-in hybrids there. The Euro-spec version on hand in San Jose has three regen levels (the normal D mode, plus B1 and B2). We got to take a spin around the block, but the battery was mostly depleted (it was a popular attraction in the Ride & Drive) and so we were driving on gas. In the gallery from Plug In 2014, you'll note that the Outlander PHEV requires at least 95 octane (RON) unleaded fuel, which is 91 octane (AKI) premium fuel in the US. We don't know what the US version will need, but we've heard it will be "completely different." The Outlander has a 12-kWh battery and should have an EV range of around 30 miles. Whether or not it will have a CHAdeMO fast-charging port in the US is still undecided, as is the question of whether it will have a 3.3 or 6.6 kW onboard charger. The timeline Kojima gave for the Outlander's US arrival was October or November of 2015, since the SUV still needs to be tested and homologated for the US, Kojima said, but the real problem is that Mitsubishi can't build enough. "The battery production capacity is limited," he said. "So that's why, [the] first [focus is the] domestic market and Europe showed more demand." As as an example, he mentioned not only the incentives but also said that the charging infrastructure is more built up in Europe. "We'd like to have it [in the US ] as soon as possible, of course," he said. According to numbers from the European group Transport And Environment (see press release and sales chart below), overall plug-in vehicle sales have been doubling each year since the new breed was introduced in 2010. Last year, almost 50,000 plug-in vehicles were sold in the EU, with the Renault Zoe EV, Outlander PHEV and Volvo V60 Plug-in at the top of the pack.
