California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Mitsubishi bringing Concept XR-PHEV II to Geneva

Head to the Geneva Motor Show this year and you'll see what could very well be the next production Mitsubishi. Though dubbed a "concept," the XR-PHEV II is clearly closer to being ready for production than the first XR-PHEV concept it showcased in Toyko back in 2013. Spindly as they may be, this one actually has side mirrors, the bodywork is a little toned down compared to the previous concept, there are actual openings in the grille, and you can actually see what looks like a functional interior through the windows. Overall the shape of this urban crossover looks promising, reminding us a bit of the Lamborghini Urus concept crossed with a Lancer Evo. But at least as important is what's under the hood. That's where Mitsubishi has placed its latest plug-in hybrid powertrain. The system includes an electric motor good for 160 horsepower, juiced by a 12-kWh battery. Strangely, the Japanese automaker hasn't specified what it's mated to, exactly, except to say that it's a MIVEC engine – those being the letters Mitsubishi uses for its variable valve timing system and utilized on gasoline and diesel engines ranging from 1.0 to 3.8 liters and from three cylinders to six. The previous concept, however, utilized a 1.1-liter turbo three with 134 hp on tap. It looks like we'll have to wait closer to its debut for further details and photos, but for now you can scope out all there is to know so far in the press release below. The Mitsubishi Concept XR-PHEV II is a small SUV powered by a new plug-in hybrid EV (PHEV) system and the all-new L200 is due to go on sale in Europe this summer. The Mitsubishi Concept XR-PHEV II is a small SUV concept expected to be MMC's second PHEV following the Outlander PHEV launched in the UK in April, 2014. The new PHEV system presented in the Mitsubishi Concept XR-PHEV II is a lightweight, compact and high-efficiency front-engine/front-drive system ideal for an urban crossover. The system is estimated to achieve very low CO2 emissions of below 40 g/km, among the lowest of any PHEV, while also delivering gutsy and smooth performance with excellent response with its 163PS electric motor.

Mitsubishi Outlander PHEV sales reach 33,000 worldwide

It can be difficult to see from the US, where the Mitsubishi Outlander Plug-in Hybrid is not yet available, but the all-wheel drive SUV is a big hit in Europe and Japan. In fact, we learned at the Plug In 2014 Conference in San Jose, CA this week that Mitsubishi has sold over 33,000 copies of the PHEV around the world. The breakdown is that Mitsubishi has delivered 15,000 units in Japan and 18,000 in Europe. Fuminori Kojima, Mitsubishi Motors North America's senior manager of incentives, told AutoblogGreen that the country with the highest sales rate in Europe is Holland, with about 6,000 units sold that thanks in part to generous incentives for plug-in hybrids there. The Euro-spec version on hand in San Jose has three regen levels (the normal D mode, plus B1 and B2). We got to take a spin around the block, but the battery was mostly depleted (it was a popular attraction in the Ride & Drive) and so we were driving on gas. In the gallery from Plug In 2014, you'll note that the Outlander PHEV requires at least 95 octane (RON) unleaded fuel, which is 91 octane (AKI) premium fuel in the US. We don't know what the US version will need, but we've heard it will be "completely different." The Outlander has a 12-kWh battery and should have an EV range of around 30 miles. Whether or not it will have a CHAdeMO fast-charging port in the US is still undecided, as is the question of whether it will have a 3.3 or 6.6 kW onboard charger. The timeline Kojima gave for the Outlander's US arrival was October or November of 2015, since the SUV still needs to be tested and homologated for the US, Kojima said, but the real problem is that Mitsubishi can't build enough. "The battery production capacity is limited," he said. "So that's why, [the] first [focus is the] domestic market and Europe showed more demand." As as an example, he mentioned not only the incentives but also said that the charging infrastructure is more built up in Europe. "We'd like to have it [in the US ] as soon as possible, of course," he said. According to numbers from the European group Transport And Environment (see press release and sales chart below), overall plug-in vehicle sales have been doubling each year since the new breed was introduced in 2010. Last year, almost 50,000 plug-in vehicles were sold in the EU, with the Renault Zoe EV, Outlander PHEV and Volvo V60 Plug-in at the top of the pack.
