Investigators say Mitsubishi mpg scandal was 'collective failure'

Investigators hired by Mitsubishi Motors to probe why the Japanese automaker engaged in falsifying fuel-economy figures for the past quarter-century faulted the company's "corporate culture." Specifically, there was a lack of unity between divisions, company-wide pressure to boost fuel-efficiency numbers, and an unwillingness to accept fuel-economy shortfalls, Automotive News says, citing comments made by consultants who hired by the company to investigate the problems. Challenging management authority even if it was proper to do so was also frowned upon. One of the investigators called the scandal "a collective failure." Among other suggestions, the consultants recommended that Mitsubishi's vehicle-mileage certification be independent from research and development, that there's greater transparency overall, and that there's a more thorough understanding of laws. New shareholder Nissan may also invest in retooling Mitsubishi's R&D operations, and is sending one of its former executives, Mitsuhiko Yamashita, to Mitsubishi to try to prevent any sort of repeat problems. Mitsubishi joined a list of automakers including Volkswagen, Hyundai/Kia, and Ford that have been found in recent years to either mislead with its published fuel-efficiency figures or emissions-testing procedures. A Nissan spokesman declined to comment on the Mitsubishi report, according to Automotive News. The recommendation comes less than three months after the announcement that Nissan would help rescue Mitsubishi from its fuel-economy scandal by acquiring part of the company. Nissan agreed in May to pay $2.2 billion for a 34-percent stake in Mitsubishi, and said at the time that Mitsubishi would join the Renault-Nissan Alliance. Nissan also owns 15 percent of France-based Renault. That announcement came right after Mitsubishi's admission that it may have falsified fuel-economy data for every one of its vehicles made in Japan dating back to 1991. Junkyard Gem: 1977 Dodge Colt Mileage Maker Coupe

While Ford and GM each had the resources to develop their own Michigan-designed subcompacts for the dawn of the 1970s— the Pinto and Vega, respectively— Chrysler couldn't afford the huge price tag for such a project. Instead, Chrysler's European operations were tapped for a couple of models that sold well enough on the other side of the Atlantic, giving us the Plymouth Cricket (known as the Hillman Avenger in the UK) and the Simca 1204 (aka the Simca 1100 in France). American car shoppers gave those two models the cold shoulder, but then Chrysler found genuine sales success by making a deal with Mitsubishi to sell the Colt Galant with left-hand drive. This became the Dodge Colt, with sales beginning in the 1971 model year. Though the 1971-1978 rear-wheel-drive Colts were once as commonplace as Corollas or B210s on American roads, they have all but disappeared today. That makes today's Junkyard Find, discovered in a Denver-area yard last week, particularly interesting. This car shows signs of having been in the hands of a speed-crazed enthusiast owner, including an aftermarket steering wheel and one-piece racing seats with slots for five-point harnesses. The primer-gray paint is another clue. The rear-wheel-drive Colts were reasonably quick for their time, and they could be made genuinely quick with basic engine upgrades. This Mitsubishi Saturn four-banger has a tube header, hot-rod ignition system, and a two-barrel (Mikuni-made) Solex carburetor. We can assume there's probably some kind of cam upgrade under the valve cover, too. The shifter is gone, but the original transmission in this car was either the base four-speed or optional five-speed manual. A three-speed automatic was available for $270 (about $1,275 today). Later on, front-wheel-drive Colts (and Mitsubishi Mirages) could be bought with the Twin-Stick overdrive rig, which gave drivers eight forward speeds and the opportunity to make Twin-Stick beer taps. The 1977-1978 Dodge Colt two- and four-door sedans were based on the Mitsubishi Lancer and were a bit smaller than the 1971-1977 cars, while the wagon version moved to the Galant Sigma platform. The build tag shows that this car started life as the cheapest 1977 Colt model, the "Mileage Maker" two-door sedan (Dodge dealers called it a coupe, so that's what I'm calling it in the title).

Japanese earthquakes send ripples through auto industry

The earthquakes since April 14 in Japan's Kumamoto Prefecture on the island of Kyushu are having aftershocks on the US auto industry, particularly for Toyota. The company shut down most of its factories in the country due to parts shortages, and the plants will be closed at least through April 23. "Decisions regarding recommencement of operation at plants in Japan will be made on the basis of availability of parts," the company said in a statement. According to Automotive News, Toyota's closed factories include a vast range of popular models in the US, including the Toyota Prius, Mirai, RAV4, 4Runner, Land Cruiser, Lexus ES, LS, IS, GS, RC, NX, RX, GX, and LX. The company's only sites in Japan that are still open build Hino trucks, Daihatsu models, and the Toyota Century limo. Toyota isn't yet sure whether these shutdowns could lead to vehicle shortages in the US. "As you can imagine, we are still reviewing the situation and working to learn more," company spokesperson Aaron Fowles told Autoblog. "While we know that production will be suspended in stages at most of our vehicle assembly facilities in Japan between April 18th and the 23rd, we do not know if they will continue production suspensions. Also, any effects to our inventory and/or sales have yet to be determined." He expects the automaker to know more in the coming days. Many of the affected Toyota plants aren't even in Kumamoto Prefecture, but major suppliers have factories in the region. For example, Aisin Seiki and Renesas Electronics both had to shutdown operations at plants in the area, according to Automotive News. Toyota isn't the only automaker affected. Nissan experienced a brief slowdown but was back to work on Monday, and Honda has suspended a motorcycle plant in the region until Friday. Mitsubishi had to close a production line due to the parts shortage, according to The Japan Times, but it didn't affect US models. "A supplier to our Mizushima plant has been impacted but they only supply an engine part for our mini car line. That line has been temporarily shut down due to that situation," spokesperson Alex Fedorak told Autoblog. "That same plant builds the Lancer and i-MiEv and there has been no impact to that line and production continues uninterrupted." Two major quakes hit Kumamoto Prefecture around Kumamoto city in the past week. The first on April 14 measured 6.4 magnitude, and a second on April 16 measured 7.3.
