Only 3 new cars cost under $20,000. Here’s what you should buy used instead

Looks like some more people have realized something we pointed out late last year. There are only three new cars under the magic $20,000 price limit currently for sale in the United States. Those three vehicles are the Nissan Versa with a starting price of $16,925 (all prices here include destination fee), the Kia Rio at $17,390 and the Mitsubishi Mirage at $17,650. Should push come to shove, so to speak, we'd probably pick the Nissan as our top choice among those three due to its practicality, comfort and overall polish when compared to its similarly priced peers. But really, as we've suggested before, there are better options. Our top pick for a used vehicle under $20,000 remains the Chevy Volt. It's stylish, comfortable, practical and, above all else, efficient, assuming you can plug it in at home. If you don't have access to a plug at home, you'll likely be able to find a very gently used car for the same price as one of the budget options above. We'd check out the Honda Fit, Kia Soul, Subaru Impreza, Toyota Corolla hatchback and Volkswagen Jetta from the  model years and aim for something with under 20,000 miles and with a year or two left of its factory warranty. A quick inventory search shows that some of those cars, notably the Impreza and Jetta, can even be found Certified Pre Owned in most parts of the country. For what it's worth, with the average new car transaction price hovering alarmingly close to $50,000, we wouldn't expect to see any more options coming any time soon for well under half that sum. 2016 Mitsubishi Lancer adds features, loses Ralliart

The Mitsubishi Lancer Evolution may be going away, but the base car is sticking around for the foreseeable future, as evidenced by a host of changes for the 2016 model year. The same basic look has been updated with a bolder front bumper that features vertical LED accents. The rear end, though, looks totally free of any significant changes. The profile gets some small updates, including mirrors with integrated turn signals and a flashy (optional) set of 18-inch wheels. The Lancer's cabin gets a similarly modest array of upgrades, including standard USB connectivity in a redesigned center console, standard display audio, and a redesigned, optional infotainment system. In addition to the new standard features Mitsu will offer a color LCD display in the instrument cluster, the LED running lights, and automatic air conditioning on the base ES trim. Mechanically, Mitsubishi has expanded the availability of its snappy All-Wheel Control all-wheel-drive system. Not only will it be offered on as standard on the carried-over SE and new SEL trim, but it can be snagged as an option on the base ES trim. All AWD-equipped cars will feature the same CVT8 offered on the Outlander Sport and Outlander, although front-drive trims, the base ES, and the more aggressively styled GT, will offer a five-speed manual as standard. Despite the new CVT, the engine lineup is unchanged for 2016, with the base ES using a 2.0-liter, 148-hp four-cylinder, while all other trims get a more robust, 168-hp, 2.4-liter mill. And now, the bad news. Just as there will be no more Lancer Evolution, Mitsubishi has dropped the lukewarm Lancer Ralliart. Slotting in between the Evo and the Lancer GT, the Ralliart offered all-wheel-drive, turbocharged power, and the Evo's dual-clutch transmission, along with a dose of its big brother's style. Prices get a tiny bump for 2016, with the Lancer's base price jumping up $200, to $18,405. Adding a CVT increases the price by $1,000, while all-wheel drive requires another $400. The AWD-only SE starts at $21,805, while the SEL demands another $1,000. Finally, the top-end GT starts at $23,305 for a five-speed stick, or $24,305 for the CVT model. Mitsubishi Outlander PHEV delayed until early 2016 in US

The Mitsubishi Outlander Plug-in Hybrid has been a noteworthy success for the Japanese brand with over 33,000 sales sold worldwide as of the summer of 2014. Unfortunately, the electrified crossover has seen continual delays for its planned North American debut. The latest news about the model pushes back its launch even more. The Outlander PHEV now isn't slated to go on sale in the US until roughly April 2016, according to Mitsubishi North America Executive Vice President Don Swearingen in Automotive News. Dealers are clamoring for the plug-in hybrid crossover, though. "That is going to be a vehicle that really sets us apart from the competition," said Ryan Gremore, 2015 chairman of the Mitsubishi National Advisory Board, to AN. Multiple postponements have plagued the Outlander PHEV in arriving to the US. It was once rumored to launch here in the fall of 2014, but a battery shortage pushed the date to 2015. Subsequently, a California mandate to fit a sensor to monitor degradation of the lithium-ion batteries caused another delay until late 2015 or early 2016. In foreign markets, the Mitsubishi CUV plug-in offers a 12-kWh battery and electric driving range of about 30 miles. However once sales actually begin, the US version is supposed to be completely different with a retuned hybrid system, which could alter these figures. The styling and interior are also supposed to see a change, possibly like the attractively reskinned PHEV Concept-S from the 2014 Paris Motor Show.
