California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Masuko to step down as Mitsubishi Motors CEO, Kato to succeed him

TOKYO — Mitsubishi Motors Corp said on Friday that Osamu Masuko will step down as its chief executive on June 21 and be replaced by Takao Kato, who is president of its operations in Indonesia. Masuko will retain his role as chairman of the board, Mitsubishi Motors said in a statement, adding that Masuko and Kato will hold a press conference on May 20 to discuss the changes. Japan's sixth-largest automaker, in which Nissan Motor Co holds a controlling stake, said this month it expects profit to fall to 90.0 billion yen ($821 million) in the year to March as it navigates slowing demand for cars, global trade frictions and the need to develop new technologies. Mitsubishi's partners Nissan and France's Renault are meanwhile grappling with the fallout from the arrest of Carlos Ghosn, the group's former chairman, who is facing charges of financial misconduct in Japan. Mitsubishi recalling i-MiEV models for brake problem

Mitsubishi is issuing a recall for the 2010-2014 i-MiEV that affects 1,810 units of the little electric car, because it's possible for the brake vacuum pump to stop working. If this happens, the result would be longer stopping distances, according to the company. The affected models were built between September 15, 2009, and March 25, 2014.
While this is just a single recall, there are actually two things that can cause this brake problem on the i-MiEV, according to Mitsubishi's filing with the National Highway Traffic Safety Administration. First, bad programming in the EV-ECU could cause the system to "falsely judge that the relay contact point is stuck," according to the full NHTSA defect notice PDF. Second, the vacuum pump exhaust hole could be corroded and blocked due to being splashed with road salt. However, the company says that if either fault happens, the brake warning lamp would illuminate, and there would be an audible alarm.
Depending on which issue is affecting an owner's i-MiEV, Mitsubishi is going to reprogram the software, replace the pump or both. Scroll down to read the recall report from NHTSA.
