California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Carlos Ghosn vows to 'restore my honor' in first remarks since arrest

TOKYO — Nissan Motor's jailed ex-chairman, Carlos Ghosn, vowed to restore his good name in court after a month in detention, Japanese public broadcaster NHK said on Friday. "Things as they stand are absolutely unacceptable," Ghosn was quoted as saying via his lawyer. "I want to have my position heard and restore my honor in court." It was Ghosn's first comment since his arrest on Nov 19 for allegedly understating his income by about half over a five-year period from 2010. He was later charged with the same alleged crime covering the past three years. A call to the office of his lawyer, Motonari Otsuru, went unanswered outside business hours early on Friday. The lawyer has previously declined to return calls for comment on the Ghosn case. A Tokyo court on Thursday unexpectedly rejected prosecutors' request to extend Ghosn's detention, which Japanese media said means he could go free on bail as early as Friday. Ghosn wants to hold a news conference after he is released, NHK quoted his lawyer as saying. The executive, who formed a carmaking alliance among Nissan, Mitsubishi Motors Corp and France's Renault SA, said he is not a flight risk and wants to be able to travel abroad, the report said. The Ghosn case has put Japan's criminal justice system under international scrutiny and sparked criticism for some of its practices, including keeping suspects in detention for long periods and prohibiting defense lawyers from being present during interrogations, which can last eight hours a day. Japan has also come under fire for its 99.9 percent conviction rate. The Tokyo court unexpectedly ruled not to extend Ghosn's detention. It said it had also decided against extending detention for Greg Kelly, a former Nissan executive who was arrested along with Ghosn on Nov. 19. It later overruled an appeal by prosecutors against the decision, clearing the way for the possible release of the two men as early as Friday. The court did not disclose reasons for its decision, and NHK said it was "extremely rare" for it to reject the prosecutors' request to extend detention. If Ghosn and Kelly are granted bail, conditions may require them to apply for permission to travel overseas. They could also be barred from contacting Nissan officials. Mitsubishi Evolution reborn as electric crossover

Forget everything you ever knew about the Mitsubishi Lancer Evolution. The potent, raw sport sedan that was a semi-mythical enthusiast fantasy for years is dead. In its place now comes an electric crossover, called the e-Evolution, as the Japanese automaker moves forward in a new era where mobility matters more than performance. It's a tacit admission that a small company can't afford to compete in the narrowest of niches — sport sedans — and a shrinking one at that. The e-Evolution shows Mitsubishi's new strategic direction, and it will be capable of using artificial intelligence, connectivity and other mobility solutions. Enthusiasts will take heart that the e-Evolution has all-wheel drive, a sophisticated three-motor system that works with Mitsu's Super All-Wheel Control to aid traction and driving dynamics. The electric batteries feeding the powertrain are placed in the middle of the concept underneath, which provides a low center of gravity. The design is striking. It's sharp with indentures, a prominent grille and large wheels set at the corners. There's huge air intakes, the ride height is elevated, and the back end features a hexagon design that recalls the spare tire cover from the Mitsubishi Shogun off-roader. The back also has jet-styled mini tailfins that help pass air cleanly by the sides to aid aerodynamics. Inside is a large flat screen bookended by two smaller screens. The e-Evolution also has sensors that help the vehicle read road conditions and try to coordinate the driver's intent. In short, this isn't your father's Evo. That's not Mitsubishi's intent. Rather, it's putting all of its best technologies under the umbrella of its most famous name on a vehicle that will compete in the largest part of the market.
