Nissan's Carlos Ghosn offers to wear electronic ankle tag if released

TOKYO — Ousted Nissan Chairman Carlos Ghosn has offered to wear an electronic ankle tag and hire guards to monitor him in an unusual bid to secure his release on bail after two months of harsh detention in Japan for alleged financial crimes. Ghosn is also willing to remain in Tokyo, where he has leased an apartment, and post stock he owns in Nissan as collateral, his spokeswoman said. A new bail hearing is set for Monday after an earlier request was denied due partly to concerns the French executive was a flight risk. His release would allow Ghosn to meet more frequently with his lawyers and defend himself before the board of Renault, where he remains chairman and CEO, amid calls for his removal and potential moves to restructure the Nissan tie-up. Ghosn denies any wrongdoing as he awaits trial on charges of financial misconduct. "I will attend my trial not only because I am legally obligated to do so, but because I am eager to finally have the opportunity to defend myself," Ghosn said in a statement on Sunday. "I am not guilty of the charges against me, and I look forward to defending my reputation in the courtroom." Meanwhile, Ghosn's wife, Carole Ghosn, has written to French President Emmanuel Macron to discuss her husband's situation, her public relations representative said. The representative, Devon Spurgeon, confirmed a report in French paper Journal du Dimanche that a letter had been sent to Macron this month, but declined to provide details. France wants a full merger As Ghosn's arrest on Nov. 19 continued to cloud the outlook for Nissan's three-way alliance with France's Renault and Mitsubishi Motors, Nissan said it was not the time to discuss revising the partners' capital ties. Ghosn, who spearheaded Nissan's turnaround two decades ago, had pushed for a deeper tie-up between Nissan and Renault, including possibly a full merger by 2020, despite strong reservations at the Japanese firm. "We are not at the stage for such discussions," Nissan CEO Hiroto Saikawa told reporters on Monday. Saikawa said he had not heard directly about a reported proposal by the French government to integrate the Japanese carmaker's management with Renault. The Nikkei newspaper reported on Sunday that a French government delegation had informed Tokyo that it would seek an integration of Renault and Nissan, most likely under the umbrella of a single holding company. "Since I have not heard this directly, I cannot comment," Saikawa told reporters.

Mitsubishi planning high-performance Outlander PHEV under revived Ralliart banner

Mitsubishi is finally getting some of its mojo back with its redesigned — and competitive — Outlander. The company reportedly plans to build on that momentum with a high-performance variant of the SUV, bolstering its newly revived Ralliart performance division in the process.  Wait, a non-luxury performance SUV? Well, if any company can pull it off it would be Mitsubishi. It has the history of its WRC victories and Paris-Dakar Rally dominance to build on. Nearly its entire racing heritage has been forged on dirt, not tarmac, so a hotted-up Mitsu SUV doesn't seem so farfetched.  According to Japan's Best Car magazine, the all-out Outlander will be based on the Outlander Vision Ralliart concept shown over a year ago at the 2022 Tokyo Auto Salon. The model will supposedly be called the Outlander PHEV Ralliart, and will feature extensive tuning to set it apart from the standard version. Best Car reports that the chassis will be reinforced to increase body rigidity. Mitsubishi will also strengthen the suspension and visually distinguish it with unique aero bits. What that may be isn't specified, but the Auto Salon concept had wider fenders in front and rear, a new front grille and bumper, and big diffuser beneath a redesigned rear fascia. The concept also came with larger rotors and six-piston calipers in front. The Outlander PHEV Ralliart's drivetrain, says Best Car, will based on the 2.4-liter plug-in hybrid setup on the base car. However, combined power between gasoline and hybrid systems will total an estimated 286 horsepower. Finally, the magazine predicts that the Outlander PHEV Ralliart will arrive in 2024. Japanese pricing is approximated at JPY5.5 to 6.1 million, which converts to $40,300 to $44,700 at current exchange rates, but we expect it to be closer to the high end of that range. With crossovers and SUVs as the de facto car these days, it was only a matter of time before mainstream marques began souping up such daily drivers. If Honda can create an 800-horsepower CR-V race car, a sports Outlander seems only natural. We'll just be here waiting for the first crossover racing league. Recharge Wrap-up: Japan supports hydrogen, Fools against fuel cells, BlueIndy controversy

Japan hopes to expand the use of hydrogen energy by subsidizing fuel cell vehicles, according to The Japan News. The trade ministry plans to include the subsidies in its 2015 budget to coincide with the expected launch of Toyota's Fuel Cell Vehicle and the Honda FCEV hydrogen car. By jump-starting purchases of hydrogen cars, Japan hopes that innovation and mass-production will get a boost and the cost of fuel cell vehicles will be competitive with gasoline-powered models by the year 2025. Japan plans to have 100 hydrogen fueling locations operating by March 2016, and wants to halve the cost of building those stations by 2020. The amount of the subsidies has not yet been set. Investing website The Motley Fool isn't quite as optimistic as Japan about hydrogen cars, and is instead bullish about Tesla Motors. The Fool points to Tesla's strong stock performance, and predicts future growth will come from more car models in the future - starting with the Model X - as well as the company's proposed Gigafactory for manufacturing batteries. If Tesla's charging technology continues to catch on, that only improves its financial prospects. The article has some harsh words, however, for hydrogen: "Fuel cells are an inferior automotive technology and for fundamental efficiency, cost, and infrastructure reasons always will be mere compliance gimmicks." Yeesh. As part of a program to build charging stations for the Indianapolis EV carsharing service BlueIndy, utility company Indianapolis Power & Light (IPL) wants to raise its electricity rates an average of 44 cents a month per residential customer to help pay for its share of the project. State consumer advocacy agency Indiana Office of Utility Consumer Counselor and consumer watchdog group Citizens Action Coalition oppose the plan, according to Greenfield, Indiana's Daily Reporter. The BlueIndy program, which is a partnership between the city of Indianapolis and battery manufacturer Bollore Group, will provide up to 500 cars for rent at 25 charging sites around the city. Those who oppose the rate hike call IPL a monopoly and say the amount of the increase is not allowed under state law and that the program wouldn't benefit working class and low-income citizens. A hearing regarding IPL's proposal is scheduled for July 23. A Mitsubishi Outlander PHEV will run the 2014 Asia Cross Country Rally, Hybrid Cars reports. The rally covers 1,367 miles of woods, swamps and mountains from Thailand to Cambodia.
