Investigators say Mitsubishi mpg scandal was 'collective failure'

Investigators hired by Mitsubishi Motors to probe why the Japanese automaker engaged in falsifying fuel-economy figures for the past quarter-century faulted the company's "corporate culture." Specifically, there was a lack of unity between divisions, company-wide pressure to boost fuel-efficiency numbers, and an unwillingness to accept fuel-economy shortfalls, Automotive News says, citing comments made by consultants who hired by the company to investigate the problems. Challenging management authority even if it was proper to do so was also frowned upon. One of the investigators called the scandal "a collective failure." Among other suggestions, the consultants recommended that Mitsubishi's vehicle-mileage certification be independent from research and development, that there's greater transparency overall, and that there's a more thorough understanding of laws. New shareholder Nissan may also invest in retooling Mitsubishi's R&D operations, and is sending one of its former executives, Mitsuhiko Yamashita, to Mitsubishi to try to prevent any sort of repeat problems. Mitsubishi joined a list of automakers including Volkswagen, Hyundai/Kia, and Ford that have been found in recent years to either mislead with its published fuel-efficiency figures or emissions-testing procedures. A Nissan spokesman declined to comment on the Mitsubishi report, according to Automotive News. The recommendation comes less than three months after the announcement that Nissan would help rescue Mitsubishi from its fuel-economy scandal by acquiring part of the company. Nissan agreed in May to pay $2.2 billion for a 34-percent stake in Mitsubishi, and said at the time that Mitsubishi would join the Renault-Nissan Alliance. Nissan also owns 15 percent of France-based Renault. That announcement came right after Mitsubishi's admission that it may have falsified fuel-economy data for every one of its vehicles made in Japan dating back to 1991. When Diamond Star Motors, a Chrysler-Mitsubishi joint venture, came online in the late 1980s, the first products to come out of the Normal, Illinois assembly plant were versions of the first-generation of the Mitsubishi Eclipse. There was the Eclipse itself, the Eagle Talon, and the Plymouth Laser. Here's a somewhat tattered example of the latter type, spotted in a Northern California self-serve yard. This car is unrelated to the Chrysler Laser of a few years earlier, which was based on the K-platform-derived Dodge Daytona. The Plymouth Laser was a pure Mitsubishi design. This one has the DOHC turbocharged 2.0-liter Sirius engine, rated at 190 horsepower. That was plenty of power by 1990 standards, a year in which the wildest possible Chevrolet Camaro (the IROC-Z, of course) packed just 230 hp under the hood. The IROC-Z weighed 3,149 pounds versus the Laser's 2,483, giving the Laser a slightly better power-to-weight ratio, not to mention a price tag more than $500 lower. CD players in cars were still uncommon in 1990; this Laser has the much more mainstream "computer controlled deck" cassette player, complete with nine-band graphic equalizer. Badging in futuristic typefaces was all the rage when this car was new. The all-wheel-drive Eclipse/Talon/Laser didn't hit dealerships until the 1991 model year, so all the '90s are front-wheel-drive only. The torque steer experienced in these cars could be exciting. Bhutan asks Nissan, Mitsubishi for help with massive EV-only plan

Originally, the somewhat modest plan was to introduce 2,000 electric vehicles to the capital of Bhutan. Then things got bigger when Renault-Nissan CEO Carlos Ghosn paid the country a visit and the Prime Minister of Bhutan, Tshering Tobgay, said his country, "will commit to a program to achieve zero emissions as a nation by a certain target date." Now we're approaching "holy huge" territory. Last week, Tobgay visited Japan to ask Nissan and Mitsubishi for help in possibly replacing every combustion vehicle with an all-electric option. Tobgay told AsiaNews that, "Gasoline is expensive and unfriendly to the environment. Sustainable transportation will bring citizens happiness," which is something that a country that measures its Gross National Happiness is eager to track. Switching to electric vehicles makes complete sense in Bhutan, since the mountainous Asian nation produces more renewable hydro-electricity than it can use. Ninety-five percent of the zero-emission energy is exported to India, and Bhutan uses the profits to buy fuel from India to then power its vehicles.
