Recharge Wrap-up: Fiat 500X emissions, Japan EV sales down

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. "We found evidence of a significant, long-term rebound and expect our results to be of interest for public policy." Read more at Green Car Congress. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels. Mitsubishi struggling to sell doomed plant due to union workers

Mitsubishi is about to end vehicle production in the US, but the company is having serious problems finding a buyer for its Normal, IL, factory that currently assembles the Outlander Sport. A major sticking point, according to a report by The Wall Street Journal, is the plant's workforce of over 900 United Auto Workers members. The automaker has been trying to find another company to take over the site for months and has set November as the point to stop manufacturing there. The Normal, IL, factory is unique because it's the only plant in the country that's run by a Japanese automaker with a UAW-represented workforce, after starting as a joint venture with Chrysler. That makes Ford, General Motors, and FCA the preferred buyers because they could conceivably take over the union contract. However, the Blue Oval and the General likely aren't interested. According to plant officials speaking to The Wall Street Journal, FCA and some unnamed car companies are potential buyers, but there's absolutely nothing final, yet. Proponents argue that buying the location is cheaper than building a new one. Making matters harder is that the UAW and Mitsubishi are currently negotiating a new union contract, and the factory's next owner might have to take over the deal, according to the WSJ. The workers were ready to vote whether to strike recently, but that was averted when an announcement on the local's webpage said a tentative agreement was expected Sunday. 2014 Mitsubishi Outlander earns Top Safety Pick+ award [w/video]

The Mitsubishi Outlander officially is a safe vehicle, earning a good rating in all of the Insurance Institute for Highway Safety crash test categories - good enough for the agency to give it the Top Safety Pick+ award. The small sport utility vehicle's little sibling, the Outlander Sport, received the Top Safety Pick award earlier this year.
According to the IIHS, to earn the Top Safety Pick+ rating vehicles must be rated good in at least four out of the five crash tests (including the difficult small overlap front test) and earn no less than acceptable in the rear crash test. The Top Safety Pick rating requires that vehicles be rated good in the moderate overlap front, side, rollover and rear tests, but there's no minimum rating on the small overlap front crash test.
Mitsubishi designed the Outlander to have greater roof strength (the roof now can support up to five times the SUV's weight) and to withstand the moderate overlap front crash test and the recently introduced small overlap front crash test, both of which evaluate the ability of vehicles to protect their occupants in crashes that bypass the traditional front crumple zone. Crumple zones are designed into vehicles to allow them to deform in a way that protects passengers in the event of a crash. The Outlander was one of two small SUVs to earn a good rating in the small overlap test, the other being the 2014 Subaru Forester. The Subaru earned a Top Safety Pick rating.
