Japan may aid carmakers facing U.S. tariff threat

TOKYO — Japan is considering giving carmakers fiscal support including tax breaks to offset the impact from trade frictions with the United States and a sales-tax hike planned for next year, government sources told Reuters on Wednesday. Going into a second round of trade talks with the United States on Sept. 21, Japan is hoping to avert steep tariffs on its car exports and fend off U.S. demands for a bilateral free trade agreement that could put it under pressure to open politically sensitive markets, like agriculture. "If the trade talks pile pressure on Japan's car exports, we would need to consider measures to support the auto industry," a ruling party official said on condition of anonymity because of sensitivity of the matter. The auto industry accounts for about 20 percent of Japan's overall output and around 60-70 percent of the country's trade surplus with the United States, making it vulnerable to U.S. action against Japanese exports. Japan's biggest automakers and components suppliers fear they could take a significant hit if Washington follows through on proposals to hike tariffs on autos and auto parts to 25 percent. Policymakers also worry that an increase in the sales tax from 8 percent to 10 percent planned for October 2019, could cause a slump in sales of big-ticket items such as cars and home. Prime Minister Shinzo Abe has twice postponed the tax hike after the last increase from 5 percent in 2014 dealt a blow to private consumption, which accounts for about 60 percent of the economy. To prevent a pullback in demand after the tax hike, the government may consider large fiscal spending later when it draws up its budget for next year, government sources said. "One option may be to greatly reduce or abolish the automobile purchase tax," one of the government sources said. The government is also considering cuts in the automobile tax and automobile weight tax to help car buyers, the source added. Future Classic: 1990-2012 Mitsubishi Eclipse

It was meant to be a premiere partnership, pregnant with possibilities: the alliance of a pair of global automotive powerhouses from Japan and America. Eventually the merger gave birth to a trio of highly-regarded sports coupes: the Mitsubishi Eclipse, the Eagle Talon and the Plymouth Laser, cars developed by the company that became Diamond-Star Motors. Although DSM’s beginnings can be traced back to a flirtation in 1970, when Chrysler Corporation took a 15-percent stake in Mitsubishi Motors, the partnership later culminated in a formal pairing in 1985. It was good timing: Chrysler was emerging from near-bankruptcy; the Japanese company just didnÂ’t have anything to please U.S. buyers, and with government-imposed “voluntary” import quotas, its supply lines were broadly restricted. Chrysler, looking to expand its lines, built a plant in Normal, Illinois, but, although Chrysler put up half the $650 million for the facility, it left management to Mitsubishi. And the Japanese facilities provided engines and transmissions. By the end of 1989, production of the Diamond-Star triplets — the Laser, Eclipse and Talon — was in full swing. The Eclipse, supposedly named for an unbeaten 18th-century English racehorse that won 18 races in a row, was the shining star of the line. Because of its long run in series production, the genealogy of the Eclipse is worth discussing. Initially the car, designed at the Mitsubishi Motors North America Design Studio and introduced in 1990, was available in four trim levels: Eclipse, Eclipse GS, Eclipse GS-T (Turbo) and Eclipse GSX. The Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR) program is creating demand for EVs. $1 million has been set aside for rebates ranging from $750 to $3,000 per car, depending on battery size (in addition to federal incentives). Dealers also get an incentive of $150 to $300 per vehicle to help motivate them to promote EVs. As Mitsubishi makes some changes, including plans to ditch its Normal, IL assembly plant, the company's future in the US is being called into question. The revamp includes informative interactive displays and a heavier emphasis on Tesla merchandise sales. The displays provide information about safety, Autopilot technology, the charging network, electric motors and other information to help familiarize customers with Tesla. The Tesla Design Collection - which includes luggage, apparel and other gear - also helps position Tesla as a luxury lifestyle brand, rather than just a mere automaker. Autocar is reporting that the upcoming SUV from Jaguar could spawn a whole family of vehicles, including an all-electric version. Jaguar has registered the trademark for the EV-Type name, and that vehicle would likely be built at the Magna Steyr factory in Graz, Austria.
