NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." Under terms of a Consent Order issued to BMW, the company acknowledges that it violated requirements to issue a timely recall of vehicles that did not comply with minimum crash protection standards, to notify owners of recalls in a timely fashion, and to provide accurate information about its recalls to NHTSA. NHTSA imposed a $3 million civil penalty to BMW in 2012 for similar violations.

Mini Clubman finally released with All4 all-wheel drive

Update: Mini has just revealed US pricing. The Mini Cooper Clubman All4 will start at $26,750, and the Cooper S Clubman All4 will start at $30,300. Both prices include destination. By now, you're surely familiar with the joke about how cars from Mini are no longer... well, mini. We won't repeat it here (oops, too late), except to say that the first vehicle that really pushed Mini's historic boundaries was the original Clubman in 2008. That machine featured a stretched wheelbase, an extra door on one side and an unconventional barn-door-style rear opening. For 2016, the Clubman recipe was revised with an even longer wheelbase and more conventional side doors, though still with the split rear hatch. Now, finally, the Mini Clubman is available with all-wheel drive. As you would expect from Mini, the new Clubman carries All4 branding. A propellor shaft sprouts from the front differential, and a new rear diff is added with an electrohydraulic clutch to send power to the rear wheels when needed. Mini promises that its All4 system will not only be a boon in inclement weather, but will also aid high-speed handling. We look forward to putting those claims to the test. Drivetrain options are borrowed from the standard front-wheel-drive Clubman range. A 134-horsepower three-cylinder comes in base Clubman models, and a 2.0-liter mill with 189-hp powers upgraded Clubman S models. An eight-speed automatic with paddle shifters and launch control is optional, though shift-yourself purists will surely opt for the standard six-speed manual. Mini says the Clubman S All4 can record a 0-60 time of 6.6 seconds with the automatic, or 6.7 with the manual. That's a couple tenths quicker than the front-drive Clubman S. Cargo space remains at 17.5 cubic feet with all seats in place, or as much as 47.9 with the back seats folded, so the rear differential and propellor shaft don't impinge on passenger space. Fuel mileage figures haven't yet been released, but we'd expect a small drop from the standard Clubman's 25 city and 35 highway ratings. Mini says it won't leave the convertible segment after all

Ending years of frequent and credible rumors, Mini announced it will replace the Convertible halfway through the 2020s. Demand for roadsters is dropping in many global markets, but the firm remains committed to the segment. Mini stated it's proud to offer the only open-top four-seater in the premium small car segment; most of the other roadsters in its price range are two-seaters. While it's becoming increasingly difficult for companies to make a business case for a car like the Convertible because the segment it competes in is quickly shrinking, Mini explained demand remains high enough in key markets like the United States and England to warrant launching a new model. "We are firmly convinced of the success of this vehicle concept or the future," said company boss Bernd Korber in a statement. "[In 2020], almost one in five Mini customers in Germany opted for open-top driving fun." Mini stopped short of releasing information about the next-generation Convertible, though we assume it will continue to be closely related to the two-door Hardtop. As we've previously reported, the fourth-generation hatchback will be characterized by a retro design, but it will be smaller and visually purer than the model currently in showrooms. And, while the company is pegging its future on electric cars, the next Hardtop will remain available with gasoline-burning turbocharged engines. Reading between the lines suggests an electric Convertible will join the range, however. Additional details about the next-generation Convertible will be released in the coming months, and Mini announced the model will make its global debut in 2025. It will arrive approximately two years after the fourth Hardtop.
