Recharge Wrap-up: Audi's EV SUV to be built in Brussels, Mercedes-Benz to extend EV range

European Union Industry Commissioner Elzbieta Bienkowska is demanding that Volkswagen compensate owners of cars affected by the diesel emissions scandal. She says European customers should receive the same goodwill compensation as American drivers, whom VW is providing with $1,000 worth of recompense. "The issue of compensation goes beyond the difference in the legal setup between the US and the EU and plays a fundamental role in viewing VW as a responsible and trustworthy company," says Bienkowska in a letter to Volkswagen CEO Matthias Mueller. Bienkowska has also requested detailed data about the vehicles and "corrective measures" VW is planning. Read more from Automotive News Europe. Mercedes-Benz will equip its plug-in vehicles with higher-capacity batteries as it expands its electric model range. While the PHEVs it has released so far have electric driving ranges between 14 and 20 miles, better batteries should extend that range starting around model years 2018 or 2019. After releasing a slew of plug-ins by the end of next year, Mercedes-Benz development director Dr. Thomas Weber says, "The next-generation vehicle will overcome the 30-km to 50-km hurdle and then the next generation after that will be 80-100 km when they run as pure electric cars." The batteries for the vehicle based on the Audi E-Tron Quattro concept (perhaps to be called the Q6) will also be built at the Brussels plant when production begins in 2018. With this announcement comes news that production of the A1 will shift from Brussels to Martorell, Spain, while Q3 production will move from Spain to Gyor Hungary. Race recap: 2016 Monaco Grand Prix gets very wet, a little wild

More than at any other race, the Monaco Grand Prix question is: which combination of demolition derby, Safety Cars, and bad pit strategy will decide the podium? Last year Lewis Hamilton's late, confounding pit stop cost him victory. The year before, Nico Rosberg's qualifying "mistake" put him on pole and Mercedes-AMG Petronas' pit strategy sealed his win – good for Nico, bad for Hamilton and the rest of the field. In 2013 Hamilton dropped from second to fourth when he lollygagged in the pits. In all three years, Rosberg won. The new X factor for 2016: a Red Bull resurgence that helped Daniel Ricciardo clinch his first career pole. Nevertheless, bad pit strategy had its say in the results. Ricciardo built up a 13-second lead by Lap 15 in spite of heavy rains that forced the Safety Car to lead the first eight laps of the race. Ricciardo stopped on Lap 23 to switch to intermediate tires for the drying track, ceding the lead to Hamilton. Hamilton pitted from the lead on Lap 31 for softs, then Red Bull pulled Ricciardo in again on Lap 32 and made a snap decision to put him on ultra softs, but the tires weren't ready when Ricciardo reached his pit box. What should have been a three-second pit stop turned into a 13.6-second pit stop. Ricciardo left the pits as Hamilton came down the straight and the Aussie lost the lead into the first corner. Despite two attempts to pass later in the race, Hamilton finished first, the Aussie second. It's the second race in a row where pit strategy cost Ricciardo a near-certain win. Conversely, Force India nailed both tire strategy and pit timing with Sergio Perez. The Mexican started in eighth but got into third before half the race was done, passing four cars in the pits, and finished on the podium's final step. Otherwise the order barely changed from about half distance, with Ferrari driver Sebatian Vettel in fourth, followed by Fernando Alonso in the McLaren, Nico Hulkenberg in the second Force India, Rosberg in the second Mercedes, Carlos Sainz for Toro Rosso, Jenson Button in the second McLaren, and Felipe Massa taking the final point for tenth for Williams. Storms didn't only hover over the area, though – dark clouds hung around several teams and drivers. Mercedes' reliability is no longer so reliable. The Silver Arrows suffered engine issues on both cars in qualifying, and Hamilton's problem almost kept him from setting a time in Q3.

China's BAIC looks to invest in Daimler

Daimler and Beijing Automotive Group (BAIC) are already intertwined in China. Daimler is a 12-percent shareholder in BAIC Motor, the third largest shareholder in the passenger-car division of BAIC. They have a joint manufacturing venture Beijing Benz in which BAIC is the majority partner by one percent, a sales joint venture Beijing Mercedes-Benz Sales Service Co. in which Daimler is the majority partner by one percent, and Daimer says, "BAIC is our most important partner in China." Beijing Benz is ten years old this year. They'll become even closer if talks between the two concerning BAIC taking "a major stake" in the German conglomerate come to anything. Reuters reports that the two are in talks now, with BAIC Chairman Xu Heyi saying it should be resolved one way or another by the end of this year. If they agree, the China-based, Hong Kong-listed company will join Renault-Nissan and the Kuwait Investment Authority as Daimler's top shareholders. Some China analysts see a potential Daimler investment as a coup for BAIC, similar to BAIC's 2009 purchase of old Saab platform, engine, and transmission technologies, that would give it access to technologies it wouldn't have to develop on its own and hastening the development of its own cars. A deal is also seen as potentially opening up export possibilities for the Chinese company. Other analysts aren't sure that BAIC would get any useful technology, noting that that last deal between the two gave BAIC the outdated E-Class platform, but none of Mercedes' headline tech. If a deal is done, BAIC will join Dongfeng Group and SAIC as Chinese automaker investors in western automotive companies.
