Japan may aid carmakers facing U.S. tariff threat

TOKYO — Japan is considering giving carmakers fiscal support including tax breaks to offset the impact from trade frictions with the United States and a sales-tax hike planned for next year, government sources told Reuters on Wednesday. Going into a second round of trade talks with the United States on Sept. 21, Japan is hoping to avert steep tariffs on its car exports and fend off U.S. demands for a bilateral free trade agreement that could put it under pressure to open politically sensitive markets, like agriculture. "If the trade talks pile pressure on Japan's car exports, we would need to consider measures to support the auto industry," a ruling party official said on condition of anonymity because of sensitivity of the matter. The auto industry accounts for about 20 percent of Japan's overall output and around 60-70 percent of the country's trade surplus with the United States, making it vulnerable to U.S. action against Japanese exports. Japan's biggest automakers and components suppliers fear they could take a significant hit if Washington follows through on proposals to hike tariffs on autos and auto parts to 25 percent. Policymakers also worry that an increase in the sales tax from 8 percent to 10 percent planned for October 2019, could cause a slump in sales of big-ticket items such as cars and home. Prime Minister Shinzo Abe has twice postponed the tax hike after the last increase from 5 percent in 2014 dealt a blow to private consumption, which accounts for about 60 percent of the economy. To prevent a pullback in demand after the tax hike, the government may consider large fiscal spending later when it draws up its budget for next year, government sources said. "One option may be to greatly reduce or abolish the automobile purchase tax," one of the government sources said. The government is also considering cuts in the automobile tax and automobile weight tax to help car buyers, the source added. The VW diesel emissions scandal, first brought to light in September, gets a new wrinkle, as an internal investigation by the German automaker revealed [00:00:30] irregularities in CO2 emissions that could affect approximately 800,000 vehicles. VW estimates the issue could pose a 2-billion euro economic risk. VW claims that most of the vehicles affected have diesel engines, but industry analysts say a 1.4-liter gas engine is also affected. VW says that fuel consumption figures were set too low during the CO2 certification process. During all of this, sales of some diesel-powered Volkswagen, Audi, and Porsche models [00:01:00] have been halted. Takata Corporation is back in the news in connection with its deadly airbag scandal. Federal regulators fined Takata $70 million. If the parts supplier does not comply, the fine could balloon to $200 million. Takata was also dropped this week by its biggest customer, Honda. And now, Toyota and Mazda will be following Honda's lead in dropping Takata. We're also hearing that Mitsubishi and Subaru are considering a switch in air-bag inflator suppliers. SEMA 2015 [00:01:30] came and went. We saw offerings from Mopar, like the AWD Challenger concept. Honda unveiled a Ridgeline that it will race at the Baja 1000, which gives us a hint at what future production model could look like. The celebrity presence was also felt in Vegas as it always is. Kid Rock brought a Duramax Diesel Chevy Silverado, and Acura restored and presented Ludacris with his now famous 1993 Acura Legend. Those are the highlights from the week that was. 50 engineers kept the rotary alive at Mazda for 8 years

The Mazda RX-Vision concept is one of the standouts at this year's Tokyo Motor Show thanks to a drop-dead gorgeous design and a revival of the Wankel engine. The fact that the rotary is still in development at Mazda is thanks to a dedicated group of 50 engineers. According to Automotive News, their dream for the last eight years has been to bring this storied engine design back to the street. It won't be easy. Because of its design, the rotary suffers from poor fuel economy and high emissions. Making the challenge even harder, Mazda reportedly only gives them a small budget, but they continue to chip away at the problem. "These 50 engineers want to develop the rotary engine, therefore they joined Mazda," company research and development boss Kiyoshi Fujiwara told AN. "If I stop the rotary engine, probably they want to leave." For the Skyactiv-R under the RX-Vision's svelte hood, the team reportedly started from the 16X rotary project. Dating back to 2007, that 1.6-liter engine was supposed to improve torque and fuel economy thanks in part to direct injection. After additional development, insiders even suggested that the engineers might have finally solved the powerplant's issues. However, Mazda never put the mill into production, and the RX-8 remains the company's last Wankel-powered model to be offered in showrooms. "We have a dream that one day, this design with a rotary engine will achieve a level that customers will accept," CEO Masamichi Kogai said to AN. Mazda is quite clear that the RX-Vision might never go on sale without a suitable rotary. Although if it does see production, the coupe would likely use a stiffened version of the Miata's chassis, AN reports.
