China fines Toyota $12.5 million over Lexus price-fixing

BEIJING — China's market regulator on Friday has fined Japanese carmaker Toyota Motor 87.6 million yuan ($12.5 million) for price-fixing on its premium Lexus cars in eastern Jiangsu province, according to a document on its website. The decision comes as China steps up regulation over auto sales in the world's biggest vehicle market, where more than 28 million cars were sold last year. The anti-monopoly bureau of State Administration for Market Regulation said that between 2015 and 2018, the Japanese carmaker set a minimum sales and resale price for its cars in coastal Jiangsu province, which deprived dealers of pricing autonomy and harmed customers' rights. Lexus also fixed sales strategies in the region over the period, including offering customers discounts while asking them to purchase accessories at fixed prices, a sales tactic usual among individual auto dealers in China but frowned upon for carmakers. A spokesman at Toyota, Lexus' parent firm, told Reuters the firm acknowledged the penalty and respects the decision. He did not comment further. China's auto sales are declining, but Lexus' sales keep growing. It sold 180,200 vehicles in the first 11 months this year, a 21% jump from a year earlier. In June, China's market regulator imposed an 162.8 million yuan fine on Ford Motor Co's joint venture with Changan Automobile Group for violating anti-monopoly law. This Lexus hybrid will paint your self-portrait while you drive

To encourage better driving habits, some hybrids use leaves or tree graphics to portray how efficient or inefficiently a driver is, but Lexus has come up with a more unique method of relaying this information. For its Art Is Motion campaign, Lexus has equipped a Lexus IS300h with special software that enables the car to paint a portrait of the driver by combining the skills of generative artist Sergio Albiac with specific inputs from the driver.
A regular photograph is uploaded into the system, but the portrait will vary depending on how the car is driven. Using vehicle speed, engine speed and how often the hybrid system is used, the driver "paints" a self-portrait via the software that has cloned Albaic's creative process, which then shows up on the car's center display screen. If the driver is more cautious and maximizes electric driving, the image will be clear (as shown above), but if the driver accelerates heavily, the picture becomes more abstract. Similarly, slower speeds result in "colder" colors while higher speeds use "virulent" colors - perhaps signifying this type of driving isn't healthy for the environment.
For now, Lexus has only created one Art Is Motion IS300h, and it plans to auction off this car in the future. Lexus released three videos, which are all posted below, to show off this car, but there is no additional information yet about the auction.

If you've been keeping track, you won't be surprised with the number one entry in this year's list of greenest cars from the American Council for an Energy-Efficient Economy (ACEEE). In fact, the top three spots on the 2016 list are all the same as they were in 2015. After that, things get interesting. In a statement, ACEEE lead vehicle analyst Shruti Vaidyanathan said, "The 2016 scores are in, and plug-in electric vehicles are outpacing all other vehicle offerings in terms of environmental friendliness." Like last year, one of the noticeable vehicles missing from the green list is the Tesla Model S. One reason? ACEEE takes curb weight into account (lighter is better), and the Model S is a heavy beast. The ACEEE doesn't just look at the clean side of the ledger. It also puts out a "meanest" list. These are the vehicles that pollute the most, not only from their tailpipes, but also any pollution created during the entire manufacturing process, from mining the raw materials to the energy used to produce the vehicle at the factory.
