California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Once upon a time, the idea of a luxury SUV meant a Range Rover, and even that was pretty agricultural by modern standards. Then Jeep Grand Cherokees and Ford Explorers started offering fancy, range-topping versions followed soon by Lexus, BMW and Mercedes dipping their toes in the water. And then the floodgates opened. Today, there is a staggering number of luxury SUVs available in every shape, size and price point. There are electric luxury SUVs like the Tesla Model X and Jaguar I-Pace, as well as gas-swilling, high-performance SUVs like the BMW X5 M and Cadillac Escalade V. Sports car makers Porsche, Aston Martin and Lamborghini have even dived in.  But of this great many, which are the best luxury SUVs? We sat down, scoured our reviews, took some votes, had some discussions and came up with the luxury SUVs we view as the best. You'd be much better off paying less money for a loaded, non-luxury compact SUV. The Mercedes GLB is different, though. Its boxy design provides space few other subcompact SUV can match (luxury or otherwise), while its cabin design and feature content are in keeping with pricier Mercedes models. The quality's not exactly up to GLC standards, nor is driving refinement, but the difference is appropriate for how much you're saving and still perfectly acceptable. There's nothing dubious about buying a GLB.     Volvo XC40 Why it stands out: More features for the money; spacious and versatile interior; distinctive design; electric versionCould be better: Fuel-efficient base engine only available with FWD Most subcompact luxury models feel a bit like cheap knockoffs of their bigger, pricier brand mates. This Ford F-150 might have a Land Rover turbodiesel V6

Our spy photographers just caught this Ford F-150 driving around Dearborn, wearing camouflage around the bed – not so unusual near Ford's headquarters. What's interesting with this particular mule is that it might be packing a Jaguar-Land Rover turbodiesel V6. As with the Super Duty, the F-150 prototype pictured here sports a Venturi exhaust tip popping out the side of the rear bumper behind the wheel, which – along with the sound reported by our shutterbug – suggests that it's burning oil up front. That could mean Ford has found another application for the 3.2-liter, five-cylinder Power Stroke diesel that it just federalized for the Transit van. However our sources suggest what the mule is actually powered by the 3.0-liter Lion V6 diesel that Jaguar Land Rover – once subsidiaries in Ford's Premier Automotive Group – is bringing over for the Td6 models of the Range Rover and Range Rover Sport. The engine produces a respectable 254 horsepower and a healthy 443 pound-feet of torque, and is tipped to be mated to the same ten-speed automatic transmission as the new Raptor. That could give the F-150 the kind of fuel economy and muscle it would need to challenge the likes of the Ram 1500 EcoDiesel and the heavier-duty Nissan Titan with the Cummins engine. With gas prices as low as they are, however, and sales of diesel-powered vehicles lagging, Ford could just be trying to keep up with the competition by offering a light-duty diesel pickup. With its lightweight aluminum body, the diesel F-150 could even surpass the Duramax diesel-powered Chevy Colorado and GMC Canyon for frugality at the pumps, according to Mark Williams of PickupTrucks.com. He told Autoblog that, "it makes perfect sense for Ford to do a diesel. It seems like everyone is pushing them to do a Ranger, but if they can get the F-150 to push 30 mpg it can challenge the Ram Ecodiesel and even the Colorado Duramax." Reached for comment, Ford spokesman Mike Levine sent us the following statement: "We do not speculate about future products. While diesel is a solution, it is not the solution. EcoBoost offers the ideal combination of performance and fuel economy that over 60 percent of F-150 customers are choosing."
