California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. European automakers gear up for Brazilian production

Brazil is the place to be, apparently. Toyota has been investing in the South American country, as has BMW, which announced a $261 million investment in October 2012, on the heels of an Audi factory announcement in San José Chiapa. The high-end immigration is only set to continue, as Mercedes-Benz and Jaguar-Land Rover have both announced plans to set up manufacturing operations there.
Mercedes is the big news here, as its new facility will see the German manufacturer invest 170-million euros for production of its next-generation C-Class and upcoming GLA-Class. "Brazil is an important future market. With our local production we accept the challenge and take on the competition," noted Andreas Renschler, Management Board member for Production and Procurement at Mercedes-Benz Cars and Mercedes-Benz Vans. Production is expected to begin by 2016.
Jaguar-Land Rover, meanwhile, isn't so concrete in its plans. The news of its investment in South America comes from a job posting for a plant quality manager in Brazil that was picked up by the UK's AutoCar. "Portuguese language skills will be definite advantage" for interested candidates, according to the job listing. The want ad follows on the heels of remarks by Jaguar Land Rover's Dr. Ralph Speth, who said there are "very intensive discussions" with Brazil's government. Unlike Mercedes, there's no mention of which vehicles will be produced in South America, although AutoCar thinks the Freelander, sold in the US as the LR2, is a leading contender.

Land Rover plotting high-performance Disco Sport, Evoque

Jaguar Land Rover is getting serious about performance with its new SVR line of high-output machinery. We've already seen the Range Rover Sport SVR, and we're anticipating more to follow with SVR versions of the new Jaguar XE, Range Rover LWB, outgoing Land Rover Defender and plenty more. The lineup will eventually include performance versions of most, but not all of the British automaker's products. But while the smallest Land Rovers may not get the full-on SVR treatment, JLR reportedly has something in the works. According to Australian website Motoring, Land Rover is watching the segment and considering its options. It sees Audi with its SQ5, BMW planning performance versions of the X3 and X4, and Mercedes plotting an AMG version of the GLC that's set to replace the GLK. The question is just what Land Rover will do. Both the Discovery Sport and Range Rover Evoque are based on the same D8 platform that incorporates transversely mounted inline-fours, so fitting something larger might be prohibitive, but a high-output turbo version of the new Ingenium four-cylinder engine design could do the trick. Considering what the likes of Volvo and Mercedes have managed to do with their high-strung turbo fours, Land Rover's approach could prove to be no slouch at all – even without the 5.0-liter supercharged V8 powering the flagship SVR models. In related news, Autovisie – the automotive section of Dutch newspaper De Telegraaf – projects that an SVR version of the Jaguar F-Type will be among the high-performance models coming up next. Slotting above the F-Type R with its 550 horsepower, the F-Type SVR will be even more powerful. The Project 7 speedster packaged a 575-hp version of the same supercharged V8, potentially pointing the way forward for future SVR models.
