California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Jaguar Land Rover is going to call itself 'JLR' and spin off brands

Embracing the current popular philosophy that less is more, the executives at Jaguar Land Rover plan to officially rename their company “JLR” and to create a new “house of brands” that will emphasize name equity and refocus its vehicle offerings. In simple terms, the British-based, India-owned company will split into four separate brands: Range Rover, Discovery, Defender and Jaguar. While this shift may appear to be essentially a function of marketing and dealership bookkeeping, the over-arching reason is to give some of the brands more visibility. Details of the plan, which would reconfigure showrooms in Britain into discrete brand footprints, were discussed this week at a presentation by JLR CEO Adrian Mardell. “The reality is Range Rover is a brand and so is Defender,’” said creative officer Gerry McGovern. “Customers say they own a Range Rover. In luxury, you need absolute clarity. Land Rover Range Rover SV Autobiography doesnÂ’t give it. We love Land Rover, but there isn't as much equity as Range Rover, and Defender is increasing massively.”  Underlying the effort is plans to reinvent Jaguar as an electric-only luxury brand, Mardell said that this was “unfinished business” for him since he joined Jaguar 32 years ago. “The Jaguar of 32 years ago is where weÂ’re going back to and the right place for us to be." He further acknowledged that JLR had been “quiet” recently in the face of semiconductor chip shortages, but allowed that that situation was easing at his company.

Brabus takes on Range Rover Sport with Startech widebody kit

Of all the tuners this side of AMG, none are as close to Mercedes-Benz as Brabus. After all, when Daimler needed a tuner to spruce up the Smart car, it was Brabus that it turned to. But Brabus tunes vehicles other than Mercedes - it just uses, let's call it, a pen name. It brands them Startech, like the widebody kit it's developed for the new Range Rover Sport and will present at the Geneva Motor Show next week.
The modifications center around the carbon fiber body panels Brabus (excuse us, Startech) has developed for the British sport-ute that give it over two inches of added width. The wider fender flares encompass 23-inch wheels that are forged, ceramic-coated, skinned with low-profile rubber and fitted to a lowered suspension. The front and rear bumpers have been redone in plastic and can be fitted with or without the wider fenders, and there's a three-piece roof spoiler at the back.
Startech is also offering an upgrade for the 3.0-liter twin-turbo-diesel V6 that squeezes out an extra 31 horsepower and 59 pound-feet of torque for a total of 323 hp and 501 lb-ft, dropping the 0-62 time from 7.2 seconds to 6.9.
