Imported pickup tax in play in Trump trade talks with South Korea

WASHINGTON/SEOUL - Talks starting Friday to amend a U.S.-South Korean trade deal must balance President Donald Trump's domestic agenda against the need to contain a nuclear armed North Korea and will have to be completed swiftly, officials from both sides told Reuters. The U.S goods trade deficit with South Korea has doubled since the 2012 signing of the US-Korea Free Trade Agreement (KORUS). Almost 90 percent of the 2016 shortfall of $27.6 billion came from the auto sector, an issue the United States is expected to press hard in the Washington talks. A quick deal could give Trump his first trade victory at a time when NAFTA negotiations are dragging on without agreement and pressure on China to change trade practices has yielded little progress. The talks, led by Assistant U.S. Trade Representative Michael Beeman and Yoo Myung-hee, director general for FTA negotiations at South Korea's trade ministry, begin at a time of heightened tensions with Pyongyang. A trade ministry official in Seoul said South Korea was waiting for Washington's formal proposals and substantial negotiations would not take place on Friday over a deal Trump has repeatedly threatened to scrap. "The U.S. brought up lowering non-tariff barriers, especially for their auto industry. At the moment, we are not sure whether the U.S. will ask that but we will be prepared (for the U.S. demand)," said the official, who spoke on condition of anonymity as he was not authorized to talk to the press. A top priority for the Americans is maintaining a 25 percent tariff on Korean pickup truck imports, which was meant to have been phased out from 2019 under the current deal, according to a U.S. official and a South Korean car industry source. South Korea has two major automakers, Hyundai and Kia, both of which are heavily reliant on exports due to the small size of their domestic market. Critics charge that South Korea discriminates against imports with a range of non-tariff barriers. South Korean auto companies believe that Washington will also seek to increase the 25,000-vehicle per U.S. automaker threshold for U.S. car shipments to South Korea that can enter the country without meeting Seoul's domestic industry regulations. The official at a South Korea auto company, who was not authorized to speak to the media, also said the United States was interested in easing Seoul's vehicle emissions targets. These are viewed as discriminating against U.S. autos.

Buying bang for your buck: Chrysler 300 and Kia Cadenza

In today's car market a Chrysler or Kia with a base price of $30K can easily become $45K, just by checking a few random boxes. If your goal is only to get places in a stylish sedan capable of staying with traffic, you can keep your outlay far closer to the base price of these cars. Although they may not appear on many shopping lists, there's a lot to like in the lower-spec versions of both Chrysler's 300 and Kia's upscale Cadenza. The Chrysler is relatively ancient among current product platforms, while the Cadenza was Kia's first upmarket initiative, now supplemented by the larger K900 and the fall debut of Kia's Stinger GT. But you will not find a better transportation value in a Kia showroom than its underappreciated Cadenza. Here's a closer look at both: CHRYSLER 300: This car is a testament to all that was right about the DaimlerChrysler merger of the late '90s. At the time of the 300 introduction, elements of its platform were taken from the Mercedes E-Class, and with proportions suggesting a mix of stately American and neoclassic German, the 300 continues to offer a "just right" mix of respectable accessibility. The guy owning the package store could "Dub" it, while Miss Daisy would have been eminently comfortable in its back seat. In 2017, the 300 is an outlier in the sedan landscape. This is a large four-door with rear-wheel drive (all-wheel drive is optional). But in a sea of Accord this or Avalon that, the 300 impresses as an almost-relevant update of sedans in your murky past. The attachment to Chrysler products of 50 years ago goes beyond the Hemi that might be under the hood; it's the entire vibe of a car company trying hard to distinguish itself in today's marketplace. Despite numerous updates, the Chrysler still seems last century, and that's just fine with older drivers with the cash – or credit rating – to consider a $40K car. Behind the wheel, Chrysler's 300 exhibits all we love about American motoring. You would never confuse the handling with 'crisp,' but it's competent, while the ride is almost sublime. This is a car that in fully-loaded form deserves a Hemi, but the V6 is generally unobtrusive, and might net you 30 mpg on the highway. The conventional, 8-speed automatic goes about its business exactly as an automatic should.

Hyundai finally settles inflated fuel economy claims lawsuit for $41.2 million

Remember when Hyundai and Kia changed their claimed fuel economy numbers for a bunch of models? That happened back in 2012, and Hyundai has finally settled a lawsuit concerning the economy adjustment with a payment of $41.2 million. The lawsuit was filed by 33 state attorneys general, as well as one from Washington D.C. Each state will decide how to use its money from the settlement. According to Hyundai, this settlement was an "amicable agreement," and the company also denies any wrongdoing in changing claimed fuel economy numbers. Hyundai also reports that the agreement was reached, in part, due to the reimbursement program instituted after the economy adjustment. This program allows owners to be reimbursed the extra fuel cost, with payments determined by miles driven. The payments are sent after an owner has an affected car's odometer checked by a dealer. In addition, Hyundai also offered lump-sum payments as an option after the results of a class-action lawsuit. So far, the company reports about 75 percent of eligible owners have participated in the program. This isn't the only major payment Hyundai has made concerning the fuel economy issue. In 2014, Hyundai paid roughly $300 million in fines to the EPA. The company was also sued for inflated fuel economy claims in South Korea. In the US, models affected by the adjustment include the Hyundai Santa Fe, Accent, Veloster, Sonata Hybrid, Tucson, Genesis and Azera, along with the Kia Soul, Rio, Sorento, Sportage and Optima.
