South Korea firms up fuel economy regs following Hyundai/Kia debacle

According to a report from Reuters, South Korea's government has drafted strict new rules for automakers to follow when calculating fuel economy. The legislation comes after a major snafu by Hyundai and Kia that resulted in the automakers lowering the estimated fuel mileage of many popular models - some by several miles per gallon, including the Soul subcompact above - and compensating owners in the US and Canada for the reduction.
The new fuel economy rules were announced by the Ministry of Trade, Industry and Energy in South Korea and will see average mileage ratings drop by roughly three to five percent, according to the report. In addition, manufacturers found guilty of overstating mileage figures will be liable for fines of up to $900,000.
These sweeping new regulations will go into effect in the second half of 2013 and, while they won't have any effect on EPA estimates for Hyundai and Kia vehicles in the United States, they are expected to result in new ratings for the two automakers in their home market of South Korea, where they enjoy a whopping 70-percent market share.

Hyundai Motor's two R&D vice chairmen reportedly resigning

SEOUL — Hyundai Motor Group's two vice chairmen in charge of research and development have offered to resign, three people familiar with the matter told Reuters on Tuesday. R&D president Albert Biermann is likely to be named the new head of the division, two of the sources added, declining to be named as they are not authorized to speak to media. Hyundai is battling a plunge in sales, profits and its share price, and the reshuffle would be the latest since Hyundai promoted Euisun Chung in September to executive vice chairman, moving him closer to succeeding his octogenarian father as head of South Korea's second-largest group. The group has appointed new product strategy, design chiefs and replaced senior executives at its overseas operations, including China and the United States. The latest shake-up at the group, which includes Hyundai Motor and its affiliate Kia Motors, could be announced on Wednesday, one of the sources said. It is "part of a generational change Chung is pushing for," another person said. A Hyundai Motor spokesman declined to comment. The group's vice chairmen, Yang Woong-chul and Kwon Moon-sik, both aged 64, told senior officials on Tuesday that they would leave the company, the sources said, declining to say why they had offered to resign. Biermann, a former BMW performance vehicle development official, adds to a flurry of foreign executives that Chung, 48, has brought in to the company typically dominated by Koreans. In October, Thomas Schemera, also a former BMW executive, was appointed to lead product planning for autonomous cars, connected and electrified vehicles, while Luc Donckerwolke, a former Bentley design chief, was appointed to oversee design at Hyundai and Kia. Hyundai Motor's third-quarter net profit plunged by two-thirds, hit by U.S. recall costs that added to its problems. The automaker was already suffering with weak sales in its key U.S. and Chinese markets. Hyundai's share price is down more than 10 percent this quarter, despite a recent rebound driven by a share buyback plan announced on Nov. 30. The Kia Niro hybrid was spied testing at the Nurburgring. The prototype of the 2016 Niro — which originally appeared as a concept at the 2013 Frankfurt Motor Show — is heavily camouflaged, so it is hard to tell which exterior features have been carried over. Its plate is registered to a hybrid, but other powertrain details are unavailable (the concept was equipped with a 1.6-liter turbocharged engine and electric drive system good for 158 horsepower). When it goes on sale, positioned below the Soul in Kia's lineup, it will only be available as a hybrid, with a plug-in hybrid version expected in later years. In Japan, the number of EV charging stations has surpassed the number of gas stations. The Netherlands, UK and Norway are the leaders in EV chargers in Europe, while Germany and France are slow in their infrastructure growth, relative to their size. CHAdeMO is the more popular charging standard worldwide, but CCS is expected to close the gap. Kandi Electric Vehicles has signed a strategic agreement with telecommunications company ZTE Corporation and EV leasing company Zhejiang ZuoZhongYou Electric Vehicle Service (ZZY). The three groups will work together to improve Kandi's "Micro Public Transportation (MPT)" carsharing program. They'll collaborate on promotion, creating a research institute, doing research and development for wireless charging and making their operating system easier to use, among other endeavors.
