U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. Rumored Kia Soul EV spied for the first time

Up until now, we've only heard rumors about an all-electric version of the second-generation Kia Soul, but these spy shots seem to confirm that the Korean automaker is developing a zero-emission version of its quirky little box-back. Our most recent report has the Kia EV showing up in the first half of next year (likely for MY 2015) with a starting price of around $35,000 (presumably before tax credits) and a range of about 120 miles.
While the front and rear of this prototype remains heavily camouflaged, we can see some differences between this car and the 2014 Soul we saw earlier in the year at the New York Auto Show. For starters, the entire front end seems to be changed, including the hood, headlights and fascia, and we would expect Kia's so-called Tiger Nose grille to be blocked off for improved aerodynamics. Further supporting our shooter's claims that this is an electric vehicle is the fact that the Soul's exhaust pipe is missing from beneath the rear fascia.
Previous reports have indicated that the Soul EV will become "the very-first electic vehicle to be sold in the global market, including the US, Europe and China." It would appear that claim may be validated by technicality only - Nissan sells its Leaf in the US and Europe, and it will reportedly be sold as the Dongfeng Fengshen E30 in China.

Kia Venga puts a fresh face on mini minivans

Minivans in America have grown to become anything but mini. That's not the case overseas, however, where Ford offers the B-Max, Citroen the C3 Picasso and Kia the Venga. On the European market now since 2009, the Venga shares its underpinnings with the Soul and with the Hyundai i20. The shape which Peter Schreyer sketched for it won a prestigious iF Design Award upon its debut, but five years later, it was time for a bit of a refresh. Debuting alongside the updated Rio at the Paris Motor Show, the new Venga has received some updated sheetmetal, an upgraded cabin and enhanced equipment – all the better for transporting a (small) family around some European metropolis, where the streets are narrow and the parking even tighter.
