Kia rolls out updated Cee'd hatches in Europe

Kia makes some models specifically for the North American market, and keeps some models back at home in South Korea that we never see. But it also makes some for other markets, like the Cee'd. And now it's rolling out a revised version for the European market. Top Gear jokes aside, the Cee'd has been a popular model for Kia in Europe, selling over a million units since its introduction there nine years ago to take on the likes of the Volkswagen Golf and Ford Focus. The updated model benefits from revised styling inside and out, improved NHV refinement (particularly for diesel models), new tech, and several new engine options – all of which are now Euro 6 compliant. The biggest news, which we already knew, is the addition of a new 1.0-liter turbo three-cylinder engine. It's available in two states of tune, producing 99 horsepower or 118, but produces the same 127 pound-feet of torque either way. The 1.6-liter diesel option now packs a stronger punch at 134 hp (up from 126) and 210 lb-ft (instead of 195), and offers a new seven-speed dual-clutch transmission option. The remaining four-cylinder engines carry over essentially unchanged. The flagship Cee'd GT and Pro_Cee'd GT performance models benefit from some new trim inside and out, as well. The 1.6-liter turbo four carries over with the same 201 hp and 195 lb-ft, but a new turbocharger improves low-end response to cut a fraction of a second off the 0-62 time. There's also a sound synthesizer that replicates the engine note inside the cabin, and larger brakes available. European buyers will once again be able to choose between three body-styles: five-door hatch, extended Sportswagon and three-door Pro_Cee'd. There's also a new GT Line that offers the looks of the performance models without the mechanical upgrades (and commensurate hike in purchase and fuel costs). Dealers across the pond will begin taking delivery next month. South Korea island of Jeju becoming an EV-incentive heaven

When it comes to providing some island EV love, we can point to Hawaii, which has been pushing hard for greater electric-vehicle adoption through subsidies and a broader charging network. Now, South Korea has Jeju. We're not sure if the surf is as good. Like Hawaii, Jeju is focusing on a "carbon-free" existence and lowered fossil-fuel dependency as a way to help the environment while addressing the extra expenses involved in providing fuel locally, Wards Auto says. Jeju, which is about 720 square miles, provides about $7,000 worth of EV incentives on top of those provided by the South Korean government. As a result, the cost of buying an EV can be cut in half. In the case of a Chevrolet Spark EV, going electric actually has a lower out-of-pocket price tag than buying a gas-powered counterpart on the island. South Korea's Ministry of Environment has earmarked about $14,000 in subsidies for each EV purchase, while 10 South Korean cities are adding on incentives anywhere from about $2,800 to $7,400 per vehicle. South Korean automaker Hyundai and affiliate Kia are just starting to do their part to boost the country's EV sales, which didn't even break the 800-unit mark last year. Kia recently said it will start making its 2015 model-year Soul EV in April, with sales debuting in South Korea by the end of the year. Hyundai is said to start selling its own EV starting in 2016. Only 3 new cars cost under $20,000. Here’s what you should buy used instead

Looks like some more people have realized something we pointed out late last year. There are only three new cars under the magic $20,000 price limit currently for sale in the United States. Those three vehicles are the Nissan Versa with a starting price of $16,925 (all prices here include destination fee), the Kia Rio at $17,390 and the Mitsubishi Mirage at $17,650. Should push come to shove, so to speak, we'd probably pick the Nissan as our top choice among those three due to its practicality, comfort and overall polish when compared to its similarly priced peers. But really, as we've suggested before, there are better options. Our top pick for a used vehicle under $20,000 remains the Chevy Volt. It's stylish, comfortable, practical and, above all else, efficient, assuming you can plug it in at home. If you don't have access to a plug at home, you'll likely be able to find a very gently used car for the same price as one of the budget options above. We'd check out the Honda Fit, Kia Soul, Subaru Impreza, Toyota Corolla hatchback and Volkswagen Jetta from the  model years and aim for something with under 20,000 miles and with a year or two left of its factory warranty. A quick inventory search shows that some of those cars, notably the Impreza and Jetta, can even be found Certified Pre Owned in most parts of the country.
