South Korea firms up fuel economy regs following Hyundai/Kia debacle

According to a report from Reuters, South Korea's government has drafted strict new rules for automakers to follow when calculating fuel economy. The legislation comes after a major snafu by Hyundai and Kia that resulted in the automakers lowering the estimated fuel mileage of many popular models - some by several miles per gallon, including the Soul subcompact above - and compensating owners in the US and Canada for the reduction.
The new fuel economy rules were announced by the Ministry of Trade, Industry and Energy in South Korea and will see average mileage ratings drop by roughly three to five percent, according to the report. In addition, manufacturers found guilty of overstating mileage figures will be liable for fines of up to $900,000.
These sweeping new regulations will go into effect in the second half of 2013 and, while they won't have any effect on EPA estimates for Hyundai and Kia vehicles in the United States, they are expected to result in new ratings for the two automakers in their home market of South Korea, where they enjoy a whopping 70-percent market share.

Kia previews new midsize sedan concept for Geneva

Kia has released a teaser and brief statement about a new concept it'll be bringing to the Geneva Motor Show. Though there's not much to go on, there are a few details to be extrapolated. Firstly, Kia says this is a D-segment model – which is Euro-speak for a midsize sedan. And as far as Kia's concerned, that means the Optima. Considering that the current model is the better part of five years old now, it'll be due for replacement soon, and this could be our first look at the fourth-generation model. What's interesting is that this concept was designed by the company's European design studio in Frankfurt, Germany. (And it does look rather European: in fact if you covered certain parts like the tell-tale tiger-nose grille, and didn't tell us what we were looking at, we might start seeing elements of Jaguar and Skoda in its design.) Which could mean that this is simply the German office's proposal for the Optima's replacement, or that the model line could be split between European and North Ameican models – much like the Cee'd occupies the largely same segment in the Euro market as the Forte does here. Finally the "elegant energy" handle could suggest hybrid or fully electric propulsion, but we'll have to wait a little while long as its debut at the Swiss expo approaches, now just weeks away. Kia recalling 96k Souls with sunroofs [UPDATE]

UPDATE: A previous version of this post indicated that the recall affected 2010-2014 models, when the recall ends with 2013 models. The text below has been revised accordingly. Kia has issued a recall for the 2010-2013 model-year Soul compact cars. But while the notice issued by the National Highway Traffic Safety Administration covers a long period of production – from January 8, 2009, to October 2, 2013 – the problem only affects those units equipped with a sunroof. In those specific models – of which Kia estimates there are 95,314 examples in the United States – the headliner plate surrounding the sunroof may detach when the side curtain airbag is deployed, which could serve to compound the risk of injury in the event of a crash. Owners of affected vehicles can expect to hear from the manufacturer to bring their Souls in to their local dealer to have industrial adhesive strips installed to secure the headliner in place, starting from early February.
