Chrysler resolves recall issue with NHTSA, will inspect, upgrade affected Jeeps

Chrysler made big news earlier in the month by refusing a recall request from the National Highway Traffic Safety Administration for the 1993-2004 Jeep Grand Cherokee and 2002-2007 Jeep Liberty. Last week, NHTSA boss David Strickland countered by defending his agency's request for the recall of 2.7 million Jeep SUVs. Today marked the deadline for Chrysler to formally respond to NHTSA, and it seems that both parties have met in the middle with Chrysler inspecting and upgrading some of the affected vehicles without using the word "recall," which would constitute the admission of a defect; instead, Chrysler said that it is conducting a "voluntary campaign."
At issue on these vehicles is the positioning of the fuel tank behind the rear axle that could get damaged during a rear-end collision. NHTSA has stated that at least 51 people have been killed in rear-end collisions involving these Jeeps after the vehicles caught fire, to which Chrysler countered by pointing out that both models "met and exceeded" the requirements for fuel-system integrity.
As a compromise on the situation, Chrysler says that it will inspect all pre-2004 Grand Cherokees and pre-2007 Liberty models and, "if necessary, provide an upgrade to the rear structure of the vehicle." According to Automotive News, this upgrade will consist of adding a trailer hitch that will presumably better protect the rear-mounted gas tank. Vehicles already equipped with a factory or Mopar hitch will not be modified. Chrysler's official statement on the matter is posted below, but no additional information has been released, such as when the campaign will begin and how many vehicles could be affected.

These images come from a purported Jeep dealer meeting and show a poster detailing the brand's future lineup. Along with a look at the range-topping Grand Wagoneer, we can see the next-generation Wrangler, code-named JL, and its updated design front and rear. To the surprise of no one, the Wrangler will keep its seven-slot grille and round headlights. To those it adds some modern updates, like the LED light bars on the leading edge of the front fenders. (Given the 2017 LED headlight upgrade, we can bet the low- and high-beams also will use LED tech.) The taillights get an X design like those on the Renegade crossover. The overall shape seems to be a bit more tapered and smoothed, which is most evident in the shape of the sides of the windshield. We know from spy photos that the windshield has been laid back more, likely leading to improved aerodynamics and reduced fuel consumption. As a refresher, we expect the 2018 Wrangler to again come in two-door and Unlimited four-door models. It will have at least one gas engine, including a new turbocharged Hurricane four-cylinder, as well as a diesel option. Most if not all of the engines will be paired with a nine-speed automatic transmission, and a manual is likely to be retained on at least some models. A pickup version has also been confirmed. The new Wrangler is likely to be shown in early 2017, possibly at the Detroit auto show in January. Georgia jury awards $150 million in Jeep fire case

FCA US continues to fight allegations that some Jeep Grand Cherokee and Liberty sport-utility vehicles are unsafe because of the possibility of fires in rear-end collisions. In one recently decided case, a jury in Georgia awarded $150 million in damages to a family whose child died in a blaze in 2012 in a 1999 Grand Cherokee. The jury believed that FCA acted with "reckless and wanton disregard," and didn't do enough to warn owners, according to Reuters. The automaker was found liable for 99 percent of the damages, and the remaining one percent was for the driver who rear-ended the family's SUV. In a statement from FCA US, the company said that it is considering an appeal. Under Georgia law, the automaker was allegedly unable to present a three-year investigation of rear-impact data to jurors. This was the same information the National Highway Traffic Safety Administration used to decide that the '99 Grand Cherokee "did not pose an unreasonable risk to motor vehicle safety." The original recall for the models covered 1.56 million examples of the 2002-2007 Liberty and 1993-1998 Grand Cherokee. With the fuel tank located between the rear axle and bumper, NHTSA and FCA eventually agreed to install a trailer hitch for extra protection. A further 1.2 million 1999-2004 Grand Cherokees owners received notice of a customer service action to have their vehicles inspected, though no hitch installed. Subsequent tests showed this remedy to be effective for impacts below 40 miles per hour. The automaker has maintained the SUVs met the applicable safety standards of the period when they were built. The company was chastised by NHTSA last year for low repair rates of the problem. It is unfortunate that under Georgia Law the jury was prevented from taking into account extensive data submitted to NHTSA during a three year investigation, which included more than 20 years of rear impact accident data for tens of millions of vehicles. This and other information provided the basis for NHTSA's determination that the 1999 Jeep Grand Cherokee did not pose an unreasonable risk to motor vehicle safety.
